Position: Logistics Officer

Organization Setting and Reporting
This post is located under Administration and Support Section within the United Nations Office to the African Union (UNOAU).
The incumbent will be based in Addis Ababa and reports to the Administrative Officer.
Responsibilities
Within delegated authority and under the overall supervision of the administrative officer will be responsible for the following duties:
Act as the Focal Point for Supply chain and service delivery end-to-end performance including property management issues.
Provide advice on all matters related to the policy and procedures governing the management of the United Nations Property; Contribute to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, DFS Directive on Property Management and specific guidelines and SOPs from Supply Chain Management and Service Delivery Division.
Coordinate the Supply Chain Planning and Service Delivery activities in UNOAU and report to the Supply Planning and Service Delivery Team in UNHQ as requested.
Ensure accountability and proper tracking mechanisms to conform to the organizational Supply Chain and Service Delivery performance management framework standards and goals.
Analyze and monitor the effectiveness of the execution of internal control procedures in the UNOAU.
Lead the implementation of the monitoring and control of UNOAU, Property Management Results-Based Budgeting (RBB) index; Monitor implementation of the key management actions and meeting the organizational targets in the discipline of property management; identify and implement solutions to problematic areas of the Supply Chain performance and continuous improvement.
Ensure that an effective support organization for the Inventory Management system and internal controls for UN property is sustained.
Oversee activities related to reviewing and updating the fixed assets register for additions and disposals, and accumulated depreciation.
Closing accounts at year-end and supporting reconciliation of accounting balance of fixed assets.
Preparing audit schedules relating to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors' queries and/or recommendations.
Ensure activities related to maintaining the fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately.
Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; Undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures.
Oversees Acquisition Planning for the Technical Units.
Facilitate UNOAU events management by the office including hosting in facilities of other Organizations such as AUC or UNECA.
Oversee assembling of new furniture and repair old furniture such as desks, chairs, tables, shelving units and bookcases; detach, attach and hang pictures for offices, work areas, conference rooms, and supply rooms, etc., as part of the building maintenance.
Identify requirements and shortfalls within the unit to take necessary logistics operations requirements.
Manages logistics operations including management of logistics assets, materials, contracts, and personnel.
Ensures timely, accountable and cost-effective delivery of cargo and personnel.
Ensures that supervised staff are adequately trained, and cross-trained; identifies additional training needs to achieve high working standards.
Administer and supervise supply chain performance management and Business Intelligence (BI) unit activities and resources to ensure that clients’ needs are met and that users' and business needs and requirements are adequately reflected in the design, integrated and automatic reporting solutions.

Education
A high school diploma or equivalent is required.
Work Experience
A minimum of 10 years of progressive experience in the supply chain, service delivery, property management, facilities management or related field is required
Experience in carrying out programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of cost estimates/budgets, reporting on budget/programmed performance, and contracting vendor services is required
Thorough knowledge of Enterprise Resource Planning (ERP) applications and the ability to maintain databases and generate reports is required.
Experience in Supply Chain Management operations and Service Delivery in an international environment is desirable.
Experience in IPSAS accounting is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English is required. Knowledge of another UN official language is desirable.
