Project Backgroud
Islamic Relief has included in its proposal framework needs assessment the necessity for climate vulnerability and capacity analysis (CVCA). CVCA is a practical tool used in collaboration with local stakeholders to identify a community’s vulnerability to climate change and its capacities to deal with its effects. The need now is to build the ability of IR country offices and local implementing organizations to implement this process in their humanitarian interventions.
With the support of the Swedish International Development Cooperation Agency (Sida), Islamic Relief is set to develop an accessible CVCA toolkit that can be utilized by Islamic Relief country offices, partners, and local organizations to help affected communities rapidly assess their vulnerabilities and capacities at the outset of an emergency. Orientation and guidance workshops will enable country offices to trial the materials in their planning and to support local actors in their use. This intervention will extend the applicability of CVCA in humanitarian contexts and will build on Islamic Relief’s experience working with stakeholder engagement for the impact of environmental and climate awareness among local communities and integration with national and local political administrations. The project will last three years.
Job Purpose
The Project/CVCA Officer will act as the main liaison between the Ethiopia country office, in the project, reporting to the project budget holder, Project Coordinator and Environmental Advisor. The project officer will be working directly on the implementation of the project on the ground and will be participating in the various stakeholder arrangements and CVCA procedures (trial of the toolkit). They will ensure the CVCA sessions with all the relevant stakeholders are held and provide project coordinator with lessons learned. They will coordinate the application of the toolkit when finalized.
The role holder will be managed by the Head of Programmes and/or Focal Point.
Responsibilities
The Project/CVCA officer will be responsible for:
· Follow up on the implementation of the project and the daily progress of the project in Ethiopia
· Identifying and resolving or escalating any issues or risks that may arise.
· Providing detailed updates to a country focal point, project coordinator and IR Sweden Environmental Advisor, and other stakeholders
· Assisting in the planning, coordination, and execution of the project in the country
· Conducting sessions with consultants and relevant stakeholders
· Preparing project documentation, including project plans, progress reports, and presentations.
· Attending meetings of the CVCA Product Development Team
· Identifying and coordinating with local partner organizations to engage with CVCA development and use.
· Maintaining accurate project records, including project files, documentation, and correspondence.
· Assisting in the evaluation of project outcomes and impact, and preparing reports for stakeholders.
· Supporting in the implementation of project monitoring and evaluation frameworks including the mid-term review.
· Providing general administrative support to country and project teams to achieve objectives as needed.
· Coordinating project objectives with managers and officers to utilize CVCA in needs analyses.
· Planning and participating in CVCA sessions with primary stakeholders.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
· Provide routine monitoring support to IRE projects
· Participate in project evaluation exercises
· Collaborate in the promotion and implementation of accountability mechanisms,and
· Initiate and support learning and reflective

Personal Specification
Formal Education/Qualification
· Master’s Degree in Climate Change related studies, including Environmental Engineering, Meteorology/Climate Risk Management, Natural Resource Management (NRM), Sustainable Development, Agroecology, or related field.
Work Experience
· Minimum of five years of work experience in climate change adaptation and mitigation with progressive responsibilities, ideally with an international NGO, worked as a technical advisor and/or expert of a climate change adaptation and mitigation and/or multi-sectoral projects with a climate resilience and disaster risk reduction components.
· Strong understanding and application of technical principles and concepts in climate change adaptation and mitigation. Good knowledge of related disciplines to ensure proper cross-sectoral approach.
· Experience with program monitoring, evaluation, accountability and Learning including the development of indicators, data collection tools and methodologies, data analysis, and data presentation.
· Experience and skills to represent the organization at meetings with donors, government, international NGOs, and local partners. Understanding of partnership principles.
· Strong understanding of CVCA, information and knowledge management systems, and knowledge-sharing networks.

· Excellent relationship management skills with the ability to influence and get buy-in from people not under the direct supervision and to work with individuals in diverse geographical and cultural settings.
· Very strong strategic, analytical, problem-solving, and systems thinking skills with the capacity to see the big picture and the ability to make sound judgment
