Background
Founded in 1975, Chemonics International Inc. (Chemonics), is a US-based international development consulting company, operating in over 75 countries worldwide. Chemonics was recently awarded the five-year, $44.9 million USAID-funded Urban Water, Sanitation, and Hygiene (WASH) project in Ethiopia. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.
Purpose
The Procurement Office Assistant will be responsible for supporting the Procurement Manager in operational and project procurement, facilitating the overall procurement process in compliance with USAID rules and regulations and Chemonics’ policies. This position will report to the Procurement Manager.
Responsibilities
Support the project’s procurement efforts, including technical procurements and procurements related to office administration.
Works with the Procurement Manager to ensure that internal policies are followed as it relates to financial documentation in the procurement process,
Responsible for the pricing and purchasing of goods and services, maintaining oversight of the procurement lifecycle from issuing RFPs/RFQs through award.
Record, screen, and review procurement requests. Track each procurement request as it moves through the process, prevent delays, and trouble-shoot roadblocks.
Work closely with technical staff and the accountant to ensure that technical and financial attachments to all procurement requests are clear, concise, and complete
Liaise with vendors to ensure quality of services and products.
In coordination with the Procurement Manager, ensure all procurement-related trackers are up to date and accurate.
Responsible for maintaining proper procurement files. Upload all procurement documentation to project SharePoint and shared drive.
Ensure that all procurements comply with all USAID rules and regulations and Chemonics’ policies and procedures.
Perform additional duties as assigned by the supervisor.
Location of Assignment
This position will be based in the project’s Addis Ababa, Ethiopia office with some travel to the project’s regional offices anticipated

Qualifications
High School Certificate and position-related training required. Preference given to those with university degrees;
Minimum three years’ experience with USAID funded projects or other international NGOs/companies in Ethiopia;
At least three years’ experience working on subcontracts, grants, and procurement processes;
Experience negotiating, managing, and closing procurements preferred;
Knowledge of USAID procurement procedures and regulations;
High proficiency in computer skills, particularly with programs such as windows, word, Excel, power point, and Outlook;
Ability to work both independently and in a team;
Fluency in English. Professional proficiency in Amharic preferred
