Job Description
FH Ethiopia is a non-governmental organization engaged in relief and development activities. At FH, we operate under a set of guiding principles we call the “The Heartbeat”. Position: Area Program Manager - 1
Duty Station: Nader Woreda
Duration of Contract: One-year contract, renewable (with 60 working days of Probation)

POSITION SUMMARY:
he Area Program Manager-I is responsible to prepare the budget plan as per the annual planning tool based on the approved PREP budget received from CRS. He/She is also responsible to prepare smart sheets based on the APT and implement program activities in collaboration with the government stakeholders. He/She is also responsible for creating a smooth environment for a sound relationship with concerned government stakeholders and with FHE staff at area program and regional office level.
Principal Responsibilities
Key Result #1 – Program Planning and Implementation
Ensure JEOP budget, annual planning tool, and activities are prepared in a timely manner and submitted accordingly
Prepare annual procurement plan
Ensures that human resources, materials and commodities are adequately available and properly utilized;
Ensures that area program activities are implemented in accordance with the agreement signed between FH/E and the CRS;
Conduct situation analysis in the area's program.
Ensures that financial resources of the project are handled properly;
Ensure that resource utilization is economical and efficient in the area
Plan the availability of warehouses for commodity storage before allocation is started.
Handles other duties assigned by the immediate supervisor;
Assess satellite FDPs and make closer the commodity distribution points to the people we serve
Make available all warehouse materials and equipment are in place
Ensure that warehouse management and food handlings are as per the commodity management minimum standards and USAID rules and regulations.
Make sure that all staff are on board before any commodity allocation and distribution are commenced
Key Result #2 – Program Coordination and Partnership
Network the area program with relevant NGOs and the private sector at the woreda level.
Represent well FHE at woreda and Zonal level communication and maintain good relationships.
Key Result # 3- Capacity building activities and leadership roles
Identify capacity gaps of FHE and partner staffs and fill the gaps as deemed necessary with the view of enhancing the capacity of local FHE staff and partners;
Ensure that the commodities are properly distributed to the people we serve and based on the donor rules and regulation that “ Commodities not for sale and exchange”.
Report any sale of commodities and incidents to immediate supervisors.Key Result # 4- Monitoring and reporting

Prepare all program and commodity related reports and submit to regional managers on time
Work on a budget tracker,provide variance analysis as per needed.
Ensures that performance evaluation forms for all employees are completed and submitted to the regional Office
Gives overall guidance, manages and coaches to staffs under his/her supervision;
Monitors and evaluates program activities in collaboration with stakeholders, FH/E head office monitoring team and other concerned bodies;
Host external evaluators like CRS,USAID,Africa region FHE global office and provide all necessary information
Report immediately any incident happened with in the areas program on JEOP implementation program.
Follow up and report if any commodity sells observed in and out side the FDPs and take corrective action soon.

BSc/BA Degree in Agriculture, Agriculture Extension, Disaster Risk Reduction, NRM, Climate change or in other related fields of study.
MSc in the above listed disciplines is preferred
5 years related experience in a relevant position Preferably in INGO Setting is an advantage.
Supervisory Responsibility
⮚The position has supervisory responsibility over the project program and support staff.
Language
⮚ Proficiency in spoken and written English and the country’s local language (s)

Safety & Security Responsibility
⮚ Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
Gender Responsibility
⮚ Provide adequate time to staff to participate in gender sensitivity workshops and related events.
⮚ Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
⮚ Build a better gender balance in staffing through affirmative action.
⮚ Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
⮚ Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.
