Samaritan’s Purse is privileged to be part of the humanitarian effort in Ethiopia and legally registered as foreign charity to work in Ethiopia since October 08, 2018.

JOB SUMMARY
The M&E Coordinator will act as the Monitoring and Evaluation (M & E) focal person for Food program, providing technical guidance and oversight for the design and implementation of M & E plans in the country. The Monitoring and Evaluation Coordinator will oversee and manage M&E officers in field locations and will work under the direction of the M&E manager to ensure that M & E activities are met for food assistance programming and assist in the collection of food security data, from daily data collectors, conducting of PDM, collecting of FRM, analysis and submit reports to. within intervention areas.
KEY RESPONSIBILITIES
· Oversee all WFP-GFD- M&E processes.
· Work with M&E manager, , area coordinator WFP-GFD PM & SP M&E Coordinator so us reports to be consistent.
· Compile briefings on all M & E related activities for active programs as necessary to update the Area Manager and M&E Manager
· Work with program manager in implement M&E systems for measuring the success of their projects
· Oversee team of M&E Officers based in field locations. Frequent travel may be necessary.
· Develop and maintain an effective information database on projects, providing resource and necessary support for program inputs and outputs.
· Train and assist Program Manager and M&E team to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against project's targets
· Train and/or lead in rapid, baseline, end line and post-distribution monitoring assessments, FRM & other M&E task to inform future program design and inform local/regional officials on data updates and gaps.
· Advise on analysis of project data using international tools and methodologies and conduct advanced statistical analysis when required.
· Support Program Manager in the production of quality and accurate reports (weekly, monthly, CPDR, quarterly, semi-annual, annual, final) in a timely manner to field level conditions and programming progress, tracking results through progress reports against indicators and assist in developing data entry, storage and analysis templates for project monitoring.
· Conduct capacity building of staff on M & E topics to ensure compliance with donor standards.
· Design survey instruments or tools for baseline surveys, end line assessments and KAP studies and their revisions as well as data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals).
· Assist with market surveys
· Help identify barriers to the routine reporting of GFD data from health centers to regional and local Food Security cluster.
· Provide M&E support for the compilation and completion of donor reports.
· Performs all other duties deemed necessary by the management.
EDUCATION / EXPERIENCE
· BSc in Economics or Statistics, computer science or other development related subject preferred.
· Bachelor's degree required, master’s degree preferred
· (3) years' experience in leading programming, monitoring and evaluation functions in an international NGO or donor organization.
LANGUAGE
· Amharic and English (spoken and written required)
· Tigrigna languages strongly desired

· Demonstrated ability in understanding of survey methodology and experience of implementing surveys with various sampling methodologies, data collection, management and analysis and familiarize with Kobo toolbox, I-form builder etc…
· High-level expertise in Results-Based management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation.
· Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders.
· Good knowledge in project cycle management and experience in proposal development and grant management of emergency programing approach.
· Demonstrated communication and analytical skills.
· Previous managerial experience of M&E guidance’s, approaches, policies and procedures.
· Flexibility to work both in a team and independently
· Cultural sensitivity, patience and flexibility
· Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to Samaritan's Purse mission, values and ethics.
· Willingness to travel to different locations in the region and to SP project areas in Ethiopia
· Proven track record as a community trainer and capacity builder in M&E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development.
