Position: Emergency Response Cluster Coordinator
Duty Station: Endabaguna
Duration of Contract: Temporary for six months

POSITION SUMMARY:
He /She is responsible to coordinate program/project design, planning, monitor project implementation and to ensure the organization’s M&E system is properly applied. The position holder controls, manages and implements all the approved emergency projects in Northwest Zone project woredas. He/she provides training and technical assistance to government and other stakeholders to ensure the planned program is implemented to the intended goals. He/she actively engages in and represents the FH in all relevant networkers, actively participating in cluster coordination networks. Moreover, he/she is responsible to build the capacity of project level staff, monitor their performance and provide managerial guidance. He/she ensures all achievements are well documented, facilitate and disseminate lessons learned on a regular basis.
Principal Responsibilities
Key Result #1 – Planning
Actively contribute during the planning, proposal preparation, and budgeting for a new project/extension in collaboration and with all stakeholders.
Ensure the implementation of the project plan and develop and contextualize the monitoring guidelines with the context of the Emergency response project jointly with his team as well as with direct support from the national humanitarian department.
Coordinates, prepares and documents annual and detailed implementation plans in collaboration with the Project M&E team and Emergency Response Officers and government stakeholders.
Prepares concept notes and on the shelf proposals that can be used as input for future project/program development.
Make sure that annual operational plans are prepared in line with the agreed upon project proposals and compile justifications for any deviations from the plan.
Make sure that project planning endeavors are participatory that involves all stakeholders including primary beneficiaries.
Make sure that the project is preparing the note for food resale (FRN) together with the respective woreda DRM offices and submit it to the donor.
Key Result # 2-Project implementation
Play lead role in program/project implementation, monitoring and evaluation of all FH/Ethiopia projects in a specific project area he/she assigned to.
Coordinate project launchings, ensure all stakeholders are well informed about and engaged in a timely manner.
Devises an efficient system to ensure timely transfer of food to project beneficiaries.
Ensure the project staff are practicing the social safeguarding and Accountability procedures in his/her respective project area. Give appropriate action to cases if reported in consultation with the national Office NHP team.
Facilitate and coordinate program implementation based on the plan.
Ensure the projects are implemented in scope, based on the financial plan, and reported timely.
Install financial accomplishment monitoring tools and contextualized and practices monthly bases.
Ensure the project procurement plan is developed and implemented based on the FH procurement policy, ensure the project staff are well utilized and practice the Odoo system.
Provide technical support to PME to ensure the World-link 3 and SmartSheet system are properly applied at project level and real time data is collected by animators using mobile apparatus distributed for the purpose.
Key Result #3 – Capacity Building Activities
Identify capacity gaps of relevant partner staff in project design, monitoring, evaluation, and reporting fill the gaps as deemed necessary with the view of enhancing the capacity of local FH staff and partners.
Make sure that all staff have well equipped and internalized the donor rules, regulation, procedures and policies and work in adherence to the rules, regulations and procedures set in it;
Provides on the job training and technical backstopping to relevant partner staff and FH project staff on the technical aspect of World-Link 3.
Handle all correspondences pertaining to commodities with FH/Eth Regional Program Coordinator
Key Result #4 – Monitoring, Evaluation and Reporting
Based on the annual activity and budget plan, make regular field visit to check the proper implementation of all sectors and furnish monitoring reports to the Senior manager for timely decision making;
Make sure all the food dispatches and distribution records are well monitored and monthly Cooperative partners distribution Reports (CPRD) prepared and submitted timely to project manager.
Compile periodic progress reports (weekly, monthly, quarterly, annual) of all sectors and submit them to the project Manager for verification.
Keep proper documentation of project proposals, periodic reports, agreements, and other documents related to project design, monitoring, evaluation and reporting both in soft and hard copy.
Take the lead during GFD program PDM, mid-term and terminal evaluation.
Key Result #5 – Coordination and Networking
Liaise with government institutions and other NGOs regarding project design, monitoring, reporting and evaluation of activities.
Liaise with Zone DRM and WFP Gondar PDP staff to acquire technical support;

Education and Experience
BSc/BA in Agriculture/ Rural Development, Sociology, or relevant field of study. Masters is preferred.
5 years related experience in a relevant position Preferably in INGO Setting.
Experience in General Food Distribution (GFD) Program and other Emergency Response projects
Experience on WFP funded projects
Supervisory Responsibility
⮚The position has technical supervisory responsibility on Emergency Response Officers.
Language
⮚ Proficiency in spoken and written English and the country’s local language (s)

⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
Gender Responsibility

⮚ Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
⮚ Build a better gender balance in staffing through affirmative action.
⮚ Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
⮚ Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
