Essential Job Duties and responsibilities/Scope of Work:

1.      Support for Program Development

·         Regularly assess new developments and needs in project areas during field visits including new gaps and potential areas of intervention in public health emergency management including surveillance, malnutrition, and outbreak response.

·         Assist the emergency response manager in identifying potential areas for new projects and to prepare concept notes and project proposals.

2.      Program Implementation, logistics and budget management

·         Ensure that the PHEM interventions are appropriately integrated at all levels. Regional, zonal, woreda, MHNT and in the primary health care unit.

·         Ensure that the emergency nutrition interventions are appropriately implemented at woreda, government health facility and MHNT.

·         Ensure International Medical Corps Public Health Emergency and nutrition intervention standards and protocols are met the national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.

·         Provide technical support and guidance during the planning, implementation, monitoring and evaluation of emergency health and nutrition project activities in the project areas from the inception to the close out stages.

·         As a lead technical person on public health emergency management including nutrition; mentor, couch and lead the technical competence and capacity of health and nutrition staffs assigned in each target woredas on public health emergency preparedness and response, surveillance, early warning, and recovery.

·         Ensure proper emergency preparedness plan preparation at the project woredas and PHCUs in close support with field staffs.

·         Support in strengthening rapid response team to enable collect, compile, analyze and interpret surveillance reports to use for decision making and action and provision of feedback.

·         Assess gaps of drugs and medical supplies planned to give response for the health and nutrition emergencies.

·         Help in staff recruitment, training, performance monitoring and ensure that standards and protocols are adhered and implemented.

·         Review program budget versus implementation and ensure proper utilization of budget and provide feedback based on the monthly financial report for the field team.

·         Manage logistic planned by the project which includes raising PR, follow the procurement as per plan and ensure distribution of the supplies to intended beneficiaries and sites.

·         Ensure all trainings are provided with standard training manuals.

·         Ensure all pillars of the COVID-19 responses are practical and considered in all project intervention to reduce transmission and early identification of cases.

·         COVID-19 prevention, screening and referral services are integrated in IMC project sites and practiced among project staffs, government health facilities and communities.

·         Provide and facilitate trainings and orientation for project staffs and government employees on the area of emergency health, nutrition, and other related topics.

·         Participate in various types of health and nutrition assessments and surveys.

·         Prepare guiding document of how to prepare standard EPRP and supporting RRT on various tasks expected from the team.

·         Work in integration with other sectors and partners.

·         Ensure smooth phase out in each project areas during project phase out period.

3.      Reporting and M/E

·         Provide updates and regular reports.

·         Prepare monthly, quarterly internal and donor reports for health and nutrition project in high quality by collecting data from field sites, review and provide feedback of reports.

·         Support the field project team to establish strong reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.

4.      Representation

·         Represent the organization during health and nutrition technical meetings at regional, Zonal and woreda level as required.

5.      Capacity Building and Coordination

·         Capacitate health and nutrition staffs at field level to enable them to provide high level performance during planning, implementation, and reporting.

·         Identify training needs and make a capacity development plan for the technical officers.

·         Conduct critical evolutions of all aspects of the health and nutrition program and identify areas of concern or problems. Recommend workable solutions for any problems found.

·         Represent the organization in different health and nutrition coordination meetings.

Additional Tasks:

·         Collaborate with other actors working in the target community.

·         Be flexible and be able to give assistance with different activities not included in this primary job description.

·         Implement other related activities as per direction from immediate technical supervisors (Health and nutrition program manager at CO).

Job Requirement

·         MPH degree in public health with his/her bachelor’s degree in public health, nursing, Medical Doctor, Epidemiology.

·         Five years relevant and practical work experience in gov’t and INGOs but minimum of three years should be in INGOs.

·         Experience in management of health emergencies including nutrition emergencies, disease surveillance, early warning, disease outbreak management, preparation of emergency preparedness and response plan and support for RRT at all levels.

·         Excellent training experience and skills, including on the job and formal training.

·         Trained and certified on standard IDSR, PHEM, Surveillance and nutrition intervention and other related courses.

·         Knowledge on national Health and nutrition policies, strategies, and guidelines.

·         Ability to work with a broad spectrum of people from different cultural backgrounds.

·         Excellent communication skills.

·         Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.

·         Must be able to write technical reports in English and meet reporting deadlines. Knowing the local language/Tigrigna is advantageous.
