Job Description
Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organisation with Head Office in Helsinki.
FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginnings. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies.
Education forms the foundation of an equal society, and FRC´s activities in Ethiopia place emphasis on capacity building for the most vulnerable members of societies and supports their active participation in communities, thus strengthening basic democratic structures. At the core of FRC’s work is inclusion of vulnerable groups and therefore, special emphasis is placed on the protection of persons with disabilities, women and youth in all activities.
FRC has been registered in Ethiopia and accorded legal personality with Registry Number 4184 on 11th of June 2019 as a Foreign Organisation.
Position Summary:
Under the direct supervision of the Gambella field Office manager and with matrix reporting to the Livelihood Specialist, the role holder is responsible to facilitate and implement livelihood projects and activities as per the approved implementation plans that comprise sets of business skills that promote income-generation to the target beneficiaries. The Livelihoods Officer is expected to facilitate target beneficiaries’ needs assessment and collect and consolidate beneficiary profiles. S/he will be responsible for regular monitoring of the target beneficiaries’ performance based on the technical advice and guidance of the Livelihoods Specialist.
Key Tasks and Responsibilities:
Technical livelihood programs support (40%)
Assess, plan, and implement innovative and appropriate livelihood activities that uplift and/or diversify the beneficiaries’ economic opportunities,
Plan and conduct the needs assessment of target beneficiaries in line with FRC program direction and guidelines
Identify livelihood beneficiaries in partnership with RRS/UNHCR and other relevant partner offices
Follow up on the attendance and performance of target learners for skills/business/financial training of refugees, IDPs, and/or host communities, and propose appropriate measures to ensure attendance and participation
Facilitate and lead the Village Saving and Loan Association (VSLA) group’s formation and operation.
Capacitate peer facilitators and volunteer workers on the ground to enhance quality project delivery and activity implementation.
Take a lead role in regular coaching and mentoring program for livelihood practitioners at refugee and host communities
Regular follow-up and provide technical advice for peer facilitators, education officers and on livelihood interventions.
Participate and support in the identification of eligible entrepreneurship skill training providers and facilitate the operational agreement signing process.
Follow up and ensure the selected service provider provides training as per agreed guidelines and standards.
Keep track of the livelihood target beneficiaries’ performance after business skill training
Represent FRC in relevant livelihood clusters and working groups and produce reports as agreed with Line Manager.
Keep up to date with the profile of the livelihood refugee targets database for impact assessment and future planning.
Work collaboratively with the livelihood intervention at Addis Ababa and other locations.
Work closely with Education officers and program Officers to identify and ensure the benefit of learners and other legible members of the communities from the financial literacy, life skills, and economic integration activities.
Work with RCC, local administration and the wider community to identify vulnerable groups during the targeting of adult learners from refugee and host communities to ensure their participation in FRC’s education and livelihood program.
Actively represent FRC in the camp-level coordination platforms led by UNHCR and other implementing agencies on key thematic areas including livelihood.
Take an active role in the preparation and participation in periodic meetings and events jointly with the government and other implementing partners
Monitoring, Evaluation, Learning, and Documentation (30%)
Establish learners’ profiles and list them per FRC requirements.
Support building of templates and tools for MEAL activities
Participate in regular project review exercises.
Compile quality monthly, quarterly, and annual reports, inclusive of success stories and lessons learned.
Ensure proper representation of women, PWD, and youth in the program as per the guidance and FRC target criteria.
Keep track of the profile of each learner’s performance progress
Collect and file success stories, photos, and other livelihood documentation.
Innovation (20%)
Research and flag the overall Programs Team business opportunities Research and flag the overall Programs Team business opportunities relevant to the target beneficiaries (Refugees, IDPs, and host communities) to enhance applicable livelihoods interventions
In consultation with the programs team, assess, design, and implement supplementary activities that enhance the quality of livelihood activities and improve the learning

Project Design: closely work with the line manager and the Livelihood Specialist, participating in needs assessments, reporting and livelihood project identification.
Support the development, design, and collection of relevant inputs for the overall success of livelihood intervention

A) EDUCATION
Bachelor’s degree in economics, Development Studies/Management, Entrepreneurship, Business Management, or a related field required
B) EXPERIENCE:
Minimum of five years of experience working in the field of livelihood and income-generating or economic recovery activities refugee setting experience much appreciated
Proven success of project delivery from design to completion, particularly in livelihood-related projects (IGA, VSLA, agribusiness, Vocational Skills training, financial skills training, etc.)
C) Skills, Attitudes and Attributes
