This position is based in Addis Ababa and reports to Washington, DC-based Associate Director. The Program Officer will work out of the R4D office in Addis Ababa.
Practice/Department:
The Evaluation and Adaptive Learning (EAL) practice conducts targeted research using methods such as formative research and rapid experimentation to answer questions relevant to donor and practitioner strategies. By using proven evaluation methods for adaptive management purposes, we work with partners to design, experiment with, and evaluate solutions to accelerate their impact.
Position Summary:
The Program Officer will work across at least two EAL projects, which may include: a Hilton Foundation-funded strategy evaluation for their Refugees Initiative and a project researching market shaping activities to increase access to medication. EAL seeks to look beyond standard, traditional monitoring, evaluation, and learning activities to support innovative monitoring and evaluation processes to measure outcomes in complex environments.
R4D’s EAL Practice is a highly matrixed team with team members working on projects across the organization. The Program Officer will be based in R4D's Ethiopia Office but will collaborate closely with staff in R4D's US office and colleagues across the globe. In addition, there will be other opportunities to work with colleagues in other practices areas and/or country offices.
To be successful in this role, the Program Officer will need to be a strong and proactive communicator (verbally and in writing), think creatively and ‘outside of the box,’ and be both self-motivated and collaborative.
Research
Conduct desk review, literature review, document review
Work collaboratively on data collection and analysis: develop tools for data collection, conduct key informant interviews, and analyze data
Measurement & Learning
Develop measurement and learning plans for grantees
Support the development of tools and frameworks for learning such as indicator frameworks, maturity models, etc.
Stakeholder Engagement
Serve as a key point of contact for grantees and other stakeholders
Contribute to workshop design and delivery, including co-facilitating sessions and developing presentations to convey findings to stakeholders
Draft sections of reports and key deliverables for funders
Travel (5%)
Some domestic travel to health facilities to conduct key informant interviews, site visits, and direct observation
Potential for limited international travel
Other (10%)
Participation in EAL practice initiatives, such as those related to business development, communications, or other activities as time allows
Participates fully as a member of R4D by contributing, assisting and participating in organizational initiatives as requested by R4D management
PO: bachelor’s +5 years of experience or master’s +3 years of experience
Experience in R4D’s priority sectors of health, education, and/or nutrition preferred
Basic understanding of quantitative research and experience analyzing data in STATA a plus
Experience with qualitative research (tool development, data collection, data analysis)
Experience breaking down complex concepts into simplified parts to diverse stakeholders
Skilled in conducting desk research
Able to work effectively with a geographically dispersed team
Able to work as part of a team and self-motivated to manage work independently
Strong verbal and written communicator, can communicate effectively with external stakeholders
Able to prioritize and manage work in a fast-paced environment across multiple projects and work streams with competing time/resource demands
