Job Description
Handicap International (operating name Humanity and Inclusion) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. Working alongside persons with disabilities and other vulnerable groups, our actions and testimony are focused on responding to their essential needs and improving their living conditions. It is a non-governmental, non-religious, non-political, and non-profit making organization.
Humanity & Inclusion (HI) will be taking the commitment of providing a yearlong inclusive technical assistance/ITA consultancy on disability inclusion from April 2023 to March 2024 to eight JEOP (on Food Security) partners that include CRS, World Vision, CARE, FHE, ORDA, MCS, HCS, & REST and 7 OPDs (one at national and six at regional level). This is aimed at to strengthening JEOP management operations for the provision of effective disability inclusion services & practices to people with disabilities who are direct beneficiaries of the project, HI positions itself at the level of the project or program team and its operating partners, to help implement activities in the most relevant, effective way to ensure the meaningful participation of persons with disabilities and equal access to services. HI will support the identification of entry points for existing good practices and/or gaps in disability inclusion within the operations, MEAL and programming processes, staff capacities, and related guidance and tools of the partner. As its primary role, HI will conduct extensive and in-depth assessments to understand the barrier & facilitators (B&F), the degree of accessibly of FPD, the extent of disability inclusion within JEOP activities, analyze steps taken to respond to reduce barriers and address the needs of persons with disabilities and provide recommendations to improve disability inclusion in JEOP partners and their programs.
ROLES AND RESPONSIBILITIES
The following, among others, is the list of jobs that are expected from the OPD Empowerment officer.
The major roles and key responsibilities of the OPD empowerment officer:
(1) The OPD Empowerment Officer will be based in Addis Ababa Office with frequent travel to CRS Ethiopia JEOP project field sites and responsible for providing training and coaching to facilitate OPDs' effective participation and support their advocacy and implementation capacities.
(2) Under the supervision of the Project Manager, the OPD empowerment Officer will contribute to the country's mission where he/she is based to the implementation of the mandate. He/she ensures optimal quality and impact of the projects implemented in the country, by working closely with OPD in the target area and empowering them in the inclusion of PwD in food distribution and nutrition programming.
(3) The OPD Empowerment Officer, under the supervision of the project manager, will be responsible for asses technical gaps and empowering organizations of persons with disabilities and the Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) by providing training and coaching to facilitate their effective participation and support their advocacy and implementation capacities.
(4) S/he will facilitate the achievement of project objectives through coordinating and reporting on the assigned activities and providing technical guidance and advice to OPDs including FEAPD
(5) Assess the context and current situation of the working area and situation of OPDs
(6) Participate in the identification of six organizations of persons with disabilities (OPDs) to be involved in the JEOP programs, to facilitate their effective participation and support their advocacy and implementation capacities.
(7) Empower OPDs to Implement and coordinate disability inclusion capacity building and technical support activities such as training, coaching, and materials review/adaptation to ensure assigned project activities are implemented per project guidelines and standards.
(8) Support men and women with disability at the community level to participate in the FDP and facilities assessment and local focus groups discussion.
(9) Establish, coordinate, and oversee working relationships with all organizations of persons with disabilities in six regions including the Federation of Ethiopian Associations of Persons with Disabilities (FEAPD), disability service providers, and disability-related government authorities. Serve as the liaison between them and the project team to mobilize local actors; advocate and facilitate access to services for persons with disabilities and their families.
(10) Ensure project documentation for disability-inclusive approaches, outcomes, and lessons learned is complete with all required documents and is filed per agency and donor requirements. Assist with the preparation of trend analysis reports and documentation of case studies and promising practices
(11) Take part in the development of user-friendly awareness-raising IEC material and training
(12) Ensure proper documentation of the project, including lessons learned and efficient use of the project’s resources, including maintaining quality project database information system on a disaggregation basis (age, gender, disability, etc) and share to the operational coordinator when required;
(13) Ensure respect for HI’s policies as well as the implementation at all levels in project locations
(14) Report immediately any concern, or incident to the concerned staff related to child protection and safeguarding and PSEA;
(15) Responsible for the respect and implementation of the safeguarding policies at the project level
- Ensure respect and compliance with HI’s policies including the Child Protection and Child Safeguarding Policy, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy, and Code of Conduct;
- Ensure reporting mechanisms are implemented and accessible for persons with specific needs in the working areas and inform the community accordingly;
- Ensures that beneficiaries and community members are informed about HI’s safeguarding policies;
- Disseminate information among community and partners about HI’s policies, Code of Conduct, and PSEA’s messages and promote reporting of any concerns related to SEA and Child Safeguarding;
- Report immediately to the PSEA focal point or to your Project Manager and Operational coordinator any concern, or incident related to child protection, safeguarding and PSEA
- Perform other related duties and/or tasks as may become necessary or requested by the immediate supervisor.
DURATION OF CONTRACT: Six-Months fixed contract (Starting As soon as possible).
1. Education
BA degree required. Degree in Special Needs Education, Social Work, psychology, or in the field of disability inclusion
2. Experience
· Minimum of 2 years of work experience as a project officer, ideally in the field of disability inclusion and for NGO.
·Additional experience may substitute for some education.
· Experience engaging with organizations of persons with disabilities – providing technical advice and coaching
· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.
· Experience in identifying and addressing participation barriers of people with disabilities,
· Experience integrating disability identification processes with case management procedures for vulnerable children,
· Strong experience and knowledge of disability inclusion and the rights of people with disabilities
· Strong ability to provide qualitative disability inclusion reports and analysis;
· Good knowledge of data collection, analysis, and reporting following humanitarian and protection principles as well as minimum standards;

Required Languages - Amharic, English. Additional competencies in Oromifa, Tigrinya, and/or Sidamo are a plus.
