We are looking for a MEL Coordinator for PSI/E project which will be implemented in Tigray region to support the day-to-day operations. Under the supervision of the IFI Manager and technical guidance of evidence and learning director, he/she will be primarily responsible for the overall monitoring and evaluation activities. We are looking for a dynamic, result-oriented, multitasked and adaptable MEL Coordinator who will be responsible to, ensure data quality, provide basic MEL-related capacity-building, providing technical support to business partners, work with the regional health structure in tracking data elements that come through the HMIS (DHIS2) and CHIS/eCHIS, support the incorporation of project metrics within the health system at different level including joint supportive supervision checklists, and design dashboards to properly track both scale up and system influence components of the program at regional and woreda level. The MEL Coordinator will implement data quality assurance systems to ensure the timely and accurate collection of quantitative and qualitative data from partners, sales agents, and PSI/E regional staff. S/he will be responsible for cascading the implementation of all PSI/E MEL systems and procedures to the regional level, including manuals and procedures.

Key Responsibilities:
MEL Coordinator is responsible for M&E activities in particular
Work with relevant project teams to ensure the project performance objectively and timely reviewed.
Work towards digitization, data visualization and management using different software’s such as DHIS2,
Establish network with other local level agencies to link PSI/E with external learning.
Provide technical oversight and guidance in all aspects of the project monitoring and evaluation.
Assist in planning and implementation of all kinds of PSI/E project M&E activities while ensuring quality of deliverables through partnership and direct implementation.
Provide technical assistance to the project on M&E related matters including development or revision or maintain archiving M&E guidelines/materials, and data management systems (tools, data files, analysis files, reports, and presentations) for each major activity undertaken.
Assist in gathering technical updates on project planning, monitoring, evaluation, and research,
Contribute to the preparation and implementation of project’s work plans and technical monthly, quarterly and annual reports to the project.
Compile and analyze data for performance monitoring and evaluation to allow the project team to have a good overview of project performance.
Coordinate with project and other partner staffs in the implementing regions to create, test, and refine relevant M&E frameworks for effective collection, storage, and use of data.
Provide technical leadership necessary to accomplish project team tasks, including drafting plans, schedules, and assigning work to team members.
Work with other members to define processes for data collection, review, reporting, and management.
Provide leadership, thoughtful analysis, and technical support to the monitoring and evaluation needs of PSI/E Project, by ensuring that implementing partner performance monitoring systems are operating effectively, and that reliable output, outcome and impact indicators are established, collected, and analyzed periodically to support management, compliance, and reporting responsibilities.
Actively participate in documentation of experiences, identify lessons learned, and other technical documents and share to the stakeholders.
Build ME capacity of all PSI project and partner staff through training and on the job support.
Ensure project monthly, quarterly, and annual reporting of results and progress toward project targets.
Your background
What are we looking for? The basics
A master’s degree in M&E, economics, statistics, biostatistics, demography, Health informatics or Public Health from a recognized University with a 5 years of work experience working in public health and other projects.
Extensive experience in monitoring and evaluation and health information management system such as comcare, DHIS2 and power BI.
Strong planning, monitoring, and learning skill.
Excellent analytical, oral and report- writing skills
Computer literacy, particularly in the use of SPSS and MS Word, PowerPoint, Excel, and Access
Excellent communication, networking, and persuasion skills, very good mentoring, and capacity building experience
Strong skill and knowledge management, in data analysis, process interpretation link with the technical adjustment to improve program performance and quality.
Good practical skill in development theory of change, MEL farmwork
Ability to work well under pressure and meet deadlines.
Individuals with the following experience will have an added advantage.
Working experience on M&E of HIV, WASH, SRH, NCD program
Work experience in USAID, CIF, BMGFs funded projects.
Working with Regional Health Bureaus specifically in Tigray
