Job Description

ROLE PURPOSE

The position holder will be responsible to support the implementation and realization of Strengthening Self-reliance, Local integration& Social cohesion of IDPs, Returnees and host community In Afar region project by leading monitoring, evaluation, accountability, research and learning strategy, responding to contextual challenges while ensuring alignment with PIE and regional strategies and global MERL framework, policy and strategy.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Project implementation, monitoring and reporting (70%)

  • Work with the project team specially with partner to refine the integrated Monitoring and Evaluation Plan and Tools for measurement against the project indicators and targets and identifying lessons learnt

  • Work with the project team to ensure consistency of the monitoring and evaluation system and tools with donor monitoring and evaluation requirements

  • Build capacity of project team in the use and content of the Monitoring and Evaluation tools.

  • Coordinate with the project team and Implementer partner MERL team in operationalizing the MERL plans and frameworks including data/information collection, analysis, and quality control.

  • Provide monthly MERL report to technical team, including data across the project detailing MERL activities conducted and the results

  • Track project data such as numbers of beneficiaries, through ongoing data tables shared with technical team on a monthly basis

  • Compile quarterly reports of implementer partners against the project log frame with evidence to show progress or otherwise against indicators

  • Assist in the development and revision of annual work plan for the project implementer partners.

  • Develop success stories, case studies and lesson learnt using PIE templates.

  • Document and share best practices

  Partnership development and strengthening 30%)

  • Participate to assess capacities of implementing partners on MERL system in general and as per NOs requirements in particular and accordingly design necessary capacity strengthening mechanism.

  • Participate in the development of partnership principles and implementation to ensure program effectiveness and quality delivery.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

Qualification/Experience essential:

  • Education at Bachelor’s Degree level or equivalent in Psychology, Statistics, Education Social science, Development studies, Statistics, Economics and related fields.

  • Excellent Planning, executing, and reporting skills

  • Practical knowledge of monitoring and evaluation methodologies

  • 3 and above years of relevant experience

  • Experience in supporting implementer partners to develop, implement, monitor, and evaluate the project and build their capacity in project management

  • Practical report writing skill

  • Practical experience in team working, capacity building, training and event management

  • Knowledge of strategic planning processes.

Experience desirable:

  • Sound understanding of integrated development issues and critical analysis of Youth employment and Sexual Reproductive Health

  • Experience in both development and humanitarian contexts.

  • Experience in child protection and safeguarding MERL system

Languages required

  • Fluency in English language is essential

  • Fluency in Local Language (Amharic) is a desirable
