Job Description

Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Currently, the DCA Ethiopia Office is looking for a competent Emergency Project Coordinator. The Emergency Project Coordinator, coordinate and play leading role for successful implementation monitoring and evaluation of all DCA emergency interventions of the region.

Vacancy Number: DCA-Eth/VA-022/2023                     

Position Objective

The overall responsibility of the post is to coordinate and play leading role for successful implementation monitoring and evaluation of all DCA emergency interventions of the region.

Purpose

  • Responsible to provide technical support to implementation partners and target beneficiaries.

  • Responsible for DCA emergency response interventions are well coordinated and synergized with similar activities of consortium agencies and other actors in the area.

Engagement

  • Manage the day-to-day planning and implementation of emergency response actions as per the agreed project document.

  • Provide necessary technical support to implementing partner agencies on emergency response activities.

  • Train and provide regular technical and administrative guidance to DCA field officers target beneficiaries and relevant partner staff to ensure effective implementation of emergency response intervention.

  • Provide update on coordination meeting discussion and field monitoring findings.

  • Manage project resources, regularly monitor budget burn rate, and take corrective actions as deemed necessary.

  • Organize and facilitate various project level workshops and capacity building training for community groups and pertinent line officers on ER activities and related others.

Delivery

  • Ensure quality programme delivery and promote integration of response interventions with livelihoods and other sectors and manage project resources and generate quality and timely report.

  • Ensure the emergency response activities are implemented in accordance with operational plan.

  • Ensure that the humanitarian standards (LEGS, CHS, Sphere minimum standard, etc) are adhere at all stages of the project cycle.

Type of Contract: up to May 31, 2024, with possibility of Extension 

Duty Station: Afar, Berhale

Reporting to: Area Programme Manager

Expected Start Date: As soon as possible

Job Requirements

Qualifications: 

  • Minimum of first degree in Agriculture, development studies or related fields and experience is related to cash programming.

  • BA, BSc, MA, MSc degree in similar fields and minimum Eight years of experience for BA/BSC and Six years relevant experience for MA/MSc

  • Good Knowledge of humanitarian operations in Ethiopia; more specifically in Afar

  • Experience of working with NGOs/humanitarian agencies

  • Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.

  • Understanding of the donor environment, implementation standards and requirements

  • Technical skill in humanitarian needs assessment, and project proposal writing

  • Quality report writing skills and computer skills in MS Outlook, Word, Excel, and PowerPoint.

  • Engagement/Experiences related to project implementation management tools like DIP/IPTT

  • Knowledge of the operational context is advantageous.
