Organizational Background

Established in 1998, HDAMA is an Ethiopian Civil Society Organization working on comprehensive prevention and control of communicable diseases (Malaria, HIV/AIDS, TB) and non-communicable diseases; sexual reproductive health; nutrition; Women and youth empowerment and environmental wellbeing.

We work in AmhaPUra, Oromia and SNNPR with grassroots communities, government, academic institutions, NGOs and CBOs to ensure effective and sustainable service, participation and change in Ethiopia with a focus on health and development.

Our areas of expertise include:

HDAMA and Malaria Consortium are implementing a project entitled “Sennay - Reducing malaria burden among seasonal mobile workers through innovative approaches in the Amhara Region” targeting seasonal mobile workers in farms in districts of Basso-Liben, Debre-Elias, Jabi-Tehnan, Gozamen, and Ayehu-Guagusa from July 1, 2023 to June 30, 2026 with a fund support from Expertise France.

The project will work closely with Ethiopia’s Federal Ministry of Health, the Amhara Regional Health Bureau, District Health Offices, Health Extension Workers, Health Workers; agricultural investment corridors farm owners and managers, and SMWs, to address this issue and fill a gap in malaria programming in the country, while ensuring localization of malaria interventions and promoting sustainability.

The project implementation is planned to address a sum of 39,547 seasonal mobile workers per year. Varied trainings on malaria services (malaria diagnostic and treatment, outbreak detection and surveillance, malaria case monitoring, LLIN and larval source management, min media club management and community SBC interventions) are some of the major activities.

To do this all, HDAMA is looking for experienced and competent Field officers.

Key Functions:

  • Reporting to the Project Manager, the Field Officer will be responsible for the field level operational success of the Project through:

  • Field level coordination of the project planning and implementation management

  • Ensure effective field level project team development and management with volunteers and stakeholders

  • Ensure project output delivery, monitoring, quality control and evaluation

  • Assist in organizational strategic planning, formulation of projects, related policies and resource development plans

Description of Duties:

1.       Field level coordination of project planning and implementation management:

  • Identify/establish field level project taskforce and technical working group from sector offices

  • Coordinate field level project detail implementation planning, implementation, review, stakeholder engagement and community involvement

  • Prepare periodic site level planning and carryout the task in close collaboration with stakeholders

  • Prepare detailed action plans and implementation incorporating the project objectives

  • Plan and manage trainings, workshops, community wide events and experience sharing visits in project related issues at district and site level

2.       Ensure effective project team development and management.

  • Actively take part in the recruitment, hiring and orientation of farm level health extension service providers and other volunteers

  • Provide technical support and close guidance to the health extension service providers and district level task force, TWG and HEWs to ensure project operations are going smoothly.

  • Provide information to project manager in the preparation of terms of references for consultancy and advisory works that fall in the domain of the project

3.       Ensure timely project output delivery through monitoring, Reporting, quality control and evaluation

  • Record and provide necessary documentation and best practices to the project coordinator to support to MEAL and KM systems of HDAMA

  • Assist and provide evidence-based informatics to support review, update, development and implementation of data quality assurance guidelines project-specific)

  • Conduct regular project supportive supervisions and review meetings

  • Ensure timely reports preparation and analysis for informed decisions on the efficiency and effectiveness of the project in terms of accomplishing the plans and communicating partners

  • Periodically review the performance of the project and submit reports

  • Work with the concerned project coordinator to help develop objective performance measurements to ensure consistent, high-quality evaluation, and goal setting for all project employees

4.       Assist in organizational strategic planning, formulation of projects, related policies and resource development plans:

  • Provide field level information in the formulation and review of project strategies in malaria prevention and control activities

  • Work closely with the Wereda Level stakeholders and volunteers

  • Organizational and project communication and promotion 

Technical Skills:

  • Demonstrated experience in project implementation and management; developing and evaluating project models, and selecting operationalize innovative projects

  • Proficient in using reporting tool and experience developing and implementing project evaluation systems

  • Strong project management skills managing complex, multi-faceted projects resulting in measurable successes and project growth

  • Excellent verbal and written communication skills with exceptional attention to details

  • Personal qualities of integrity, credibility, and a commitment to and passion for HDAMA’s mission

Location: Districts of Ayehu Guagusa, Jabi Tehnan, Basso Liben, Debre Elias, Gozamen in Amhara Region

Length of contract: One year with possible extension

Job Requirements

  • A bachelor’s degree or graduate degree in public health, project management, social science and behavioral science disciplines

  • At least 4 years of field level project implementation and management experience

  • Knowledge of community interventions, community-based activities, project management techniques and tools, implementation of behavior change communication activities;

  • Knowledge of malaria programming, gender approaches, social and behavior change and communication and capacity strengthening

  • Familiarity with the Ethiopian health system, development corridors and farm sites, malaria prevention and control policy and strategy

  • Experience of working with non-government organizations and community interventions

  • Motor bike driving license and travel experience to rural areas and distant sites
