Job Description

Major Responsibility

Strategy

  • Lead the development, implementation and/ or review of strategies and systems for food assistance operation to ensure that all food resource programs interventions areas are implemented according to the existing policies, standards, procedures, commodity manual and guidelines

  • Work with the finance unit in the refinement and adaptation of budgets, and recommend revision where necessary in coordination with program leadership.

  • Serve as a strategic partner to the senior leadership team through participating in project design, proposal writing, budgeting process, and engaging various support offices and donors during the negotiation process to achieve the organization’s overall mission

Leadership

  • Leads timely recruitment of food assistance staffs for Gabmella Food Assistance Program, handles performance management of direct reports and ensures positive and collaborative working relationships in line with WVE's Code of Conduct in collaboration with People and Culture Division

  • Engage in and ensure that appropriate tools like performance, coaching and mentoring etc… are practiced within the department to enhance smooth staff relations and accountability;

  • Lead Monitoring and Compliance TWG and participate in different concerned meeting through representing food resource program;

  • Lead the recruitment of food monitoring, compliance, reporting staff and ensures positive and collaborative working relationships in line with WVE’s Code of Conduct in collaboration with food resource management;

  • Ensure the invoicing system & the reimbursement process of WFP & USAID timely requested and advance financing, invoice tracking and invoice preparation done as per the requirements for both WFP GFD & nutrition projects.

  • Ensure necessary information for the preparation of Pipeline and Resource Estimate Proposal, Annual Estimated of Requirements, call forwards, based on the needs

Management

  • Ensures WFP food assistance program activities are supervised, monitored in line with WFP guidelines and other donor regulations

  • Support spending projections and analysis for the commodity operations ensuring cost competitiveness at all Food Assistance activities

  • Ensure that all food resource programs interventions areas are implemented according to the existing policies, standards, procedures, commodity manual and guidelines;

  • Maintain a comprehensive commodity tracking systems so as to ensure that all commodities are properly distributed and accounted for to WV Partnership and major donor standards

  • Ensure that all commodity losses and claims procedures are in compliance with the World Vision and donor requirements.

  • Support Woreda level recruitment processes including food distributors and ensure that relevant staffing structures are in place, are reflective of appropriate gender balance

  • Establishes regular team meeting to review program progress and facilitate learning.

  • Follow logistics, clearing and transportation process as per the donor requirements and plans carefully the delivery of commodities and ensures that they are delivered on time and at the right place;

  • Lead and support monitoring and compliance team in planning and ensure execution of food resource monitoring and compliance plan for the improvements of operations monitoring and compliance principles, standards and procedures;

  • Engage in and ensure that appropriate tools like performance, coaching and mentoring etc… are practiced within the department to enhance smooth staff relations and accountability;

  • Lead Monitoring and Compliance TWG and participate in different concerned meeting through representing food resource program;

  • Build the capacity of field staff through giving on job training to improve the efficiency and effectiveness of food assistance support in the context of emergency;

Implementation & reporting

  • Engage in the preparation of the annual operation plan of the department and contribute to timely submission of standardized monthly, quarterly and annual accomplishment reports to NO, WFP and Support Office;

  • Lead and engage in facilitating the printing and circulating of adequate warehouse documents for food handling & distribution management of all donor (WFP) food resource;

  • Review the preparation of the report CSS and facilitate to be signed by other counter party for on time posting on DGDB;

  • Ensure a central database is maintained to document complaints and feedback received from all channels. Ensure that the database is updated and utilized on a daily.

  • Establish and maintain effective reporting, evaluation, and internal communication Ensure timely and accurate reports that meet donor requirements

Risk management

  • Identify & managed risks related to program implementation in a timely manner and suggest appropriate solution to HEA Director

  • Ensure grant/project expenses are reasonable, allocable and spent in accordance with donor rules & regulations to ensure clean audits and avoid financial related risks.

  • Enhance the communication capacity for collaboration and set mitigation measures that will put in place to mitigate and reduce the impact of the risk on the project / beneficiaries

  • Build the capacity of field team to reduce the likelihood or impact of the risk event by putting in place stronger controls.

  • Ensure and encouraged to develop SOP based on context and alignment to WV Manuals, risk registers and to update them regularly as needed.

Net working

  • Networking with donor, community, implementing partners, and program leadership to improve and enhance food assistance operational quality through developing and implementing standard operating procedures

  • Represent WVE with donor, community, implementing partners, and program leadership to improve internal & external engagement and enhance the quality of food assistance program implementation.

  • Represent food assistance coordination meetings including providing food assistance leadership to food sector working group & the field team.

  • Enhance trust and a culture of learning, data visualization, data sharing/evidence dissemination and knowledge management to improve the quality food program assistance.

  • Identify and network with other relevant learning or working groups either within Ethiopia or globally, and link relevant food resource team members with these partners.

Job Requirements

Required Education, training, license, registration, and certification:

  • A Bachelor’s Degree in Social Sciences or relate fields

  • A Master’s degree in development/Economics  or related field would be an added advantage.

Required Professional Experience:

  • 3-5 years’ experience in food resources management at senior level, program manager, adviser .

  • Direct experience with and thorough working knowledge of food aid legislations and regulations of major donors including the United States, UN agencies (WFP, WHO, UNICEF and WHO).

  • Computer literacy in MS Office, Lotus Notes.

Preferred Skills, Knowledge and Experience:

List academic requirements, technical skills or other knowledge preferred for this position.

  • Formal training in food programming and related systems strongly preferred.

  • Gambella/Benishnagul Gumz refugee program management experiences and contextual understanding desired  

  • Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies

  • Must have excellent presentation skills.

  • A commitment to capacity building and people development, essential.

  • A balance of relief and development experience is highly valued.  

  • Fluency in written and spoken English. French is an advantage
