Job Description
Line management of the school feeding Staff in the Area.
Adherence to NRC policies, guidance and procedures.
Manage school feeding programme in the schools, draw activities implementation plans, assess progress of activities implementation against plans on monthly basis, and document the progress and action corrective measures as and when required.
Assist the Monitoring, Evaluation and Learning team in undertaking MEL activities as required.
Manage and implement delegated portfolio of school feeding (activities, budget, and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality.
Provide regular progress reports to Area Program Manager, Area Manager and Core Competency Specialist at Addis.
Ensure that school feeding targeting beneficiaries most in need of protection, explore and asses new and better ways to assist.
Promote and share ideas for improvement and necessary changes in the school feeding programme.
Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders in the Area.
Promote the rights of the refugee children in line with the advocacy strategy.
Design and Planning: Conduct high quality school feeding need and baseline assessments for the design, planning and implementation of school feeding. In collaboration with the Area Programme Manager, Education Specialist and Area Manager develop a quality implementation technique for the new projects in the Somali region. work with the other CCs staff, and support MEAL, Finance, and Logistics, to prepare and updates and project implementation plans, including but not limited to spending, forecasting, work plans, procurement plans, recruitment plans and PCMs for the school feeding.
Projects Implementation, Monitoring and Reporting: Conduct supportive supervision on the school feeding teams to ensure timely and high-quality implementation of the school feeding activities in the Refugee camps. Review BvAs and work with the Area Programme Manager and Finance Coordinator to make the required re-alignments in line with NRC and Donor regulations.
Coordination: Every week, participate in the CAMP coordination meetings by the ARRA. Coordinate with other education, Nutrition & LFS stakeholders – WFP, SCI, UNHCR, ARRA and other international & local NGOs that implement projects in the region for integrated programming and avoidance of duplication. Coordinate and lead General food distribution implementing partners in the region.
Strategy development: lead the development of school feeding for the Jigjiga Area Programme, and Log frame, Local Indicators, and Human Story. Also, as part of the Area Management Team (AMT), contribute to the development of the Jigjiga Area strategies.
Capacity building: Develop staff capacities and able to set clear succession plan within the contract duration. And transform technical leadership in developing school feeding, implementation plans, monitoring plans and knowledge products.
Performance Management: The post holder will be accountable for the responsibilities and the competencies in accordance with the NRC Performance Management Manual. The following documents will be used for performance reviews:
Generic professional competency
BSC degree in Nutrition, Public health, Nurse and other health professions
At least 5 years working as School Feeding Coordinator or similar roles in an emergency/recovery humanitarian, or Refugee context.
Previous work experience in complex and unstable contexts.
Proven technical skills on the responsibilities of the position.
Demonstrated results on the responsibilities of the position.
Understanding the local context
Knowledge of English will be an asset.
Context-specific skills, knowledge and experience:
Bachelor's degree in education, Agriculture, or other related fields
Previous work experience with satisfactory performance in the same or similar field, preferably with humanitarian NGOs or UN agency.
Computer skills (MS Office,)
Fluency in English and local/Somali languages
Excellent verbal communication skills
Ability to proactively take initiatives and decisions, identify opportunities and propose ideas and solutions.
Experience working in complex and volatile contexts.
Very strong writing and analytical skills
Ability to work closely with local authorities, UN, and INGOs and decentralized technical services.
Good representation in humanitarian coordination working groups.
