Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia's Health Sector.
The position holder will technically guide, coordinate, and support the design, revision, and use of the Ethiopian e-Health Architecture, and the development and use of data and interoperability standards. S/he will lead services, such as MFR, Terminology Management Services, Master Patient Index, and others. S/he will provide technical guidance on the interoperability of priority health information systems and their continuous improvement. S/he will provide expert advice and high-level specialist training, in both technical and digital health project management aspects to MOH staff, RHB team and key stakeholders. He/she will also represent DUP in various Technical Working Groups and meetings regarding the eHA and interoperability endeavors.
Detailed Responsibilities and Tasks:
Support the enhancement and materialization of the broader eHealth architectural vision for Ethiopia.
Create mechanisms for the eHA framework revision and HIS components incorporation based on the dynamic needs (current and future needs) of the health sector and global experiences.
Leverage local capacity in the digital health enterprise architecture by creating collaboration platforms with local academia, OHIE communities, implementing partners, and the private sector.
Guide and support the prioritization and implementation of interoperability use cases –by thoroughly analyzing the application, business, and information, infrastructure and security aspects.
Support on the establishment and optimization of the Collaborative Digital Health Systems Development and Governance Ecosystem with participant systems.
Provide technical guidance and documentation support on the third-party tool integrations for data visualization purpose.
Guide and support the development and enhancement of foundational shared services, mainly MFR and NHDD, and further work on the likes of master provider index, shared health records, and others based on business priority.
Provide expert advice and high-level specialist training to colleagues and system users, including the development of training packages in the areas of eHealth architecture and interoperability through collaborative working with key areas of the service.
Support the provision of advanced and tailored digital health project management capacity enhancement trainings for digital health leaders at national and regional levels.
Finalize and bring to the production the MFR/DHIS2 and eCHIS/DHIS2 interoperability – and support their continued implementation.
Support the implementation of health data warehouse based on the requirements and use cases defined by the MOH.
Provide continuous technical assistance and mentorship to MOH and RHBs to identify and address technical and/or operational issues.
Prepare, revise and share tailored digital health systems implementation and data exchange standards, protocols, practices, processes, tools, governance mechanisms and related efforts in a continuous manner.
Identify and document the in-country experiences in eHA and interoperability for sharing with global communities.
Intentionally plan and implement incremental skill transfer, TA transition and task shifting within the MOH and RHBs.
Support other tasks like development and implementation of office-level operations support databases (Training and Workshop Tracker, Data Quality Assurance System, etc.) based on the guidance provided by the supervisor.
Job Requirements
Education
MSc and/or Bachelor degree in; Computer Engineering, Computer Science, Health Informatics, Information Systems or related fields.
Language Proficiency
Experience
Minimum 7 years of work experience for BA/BSc and 5 years for MSc in health information technology development, implementation, designing, testing and implementing eHealth systems and strategies, providing end-user training, understand software development processes, and user requirement.
Hands on experience in health information system design and strong analytical and problem-solving skills.
Technical experience with systems hosting, databases, Web development, and user support.
Experience in agile software development methodology.
Background in a different programming language.
Experience in the development and implementation of standards, procedures, and guidelines to support operational processes.
Experience in working effectively in a diverse team of partners and stakeholders, and maintaining good working relationships.
