In Ethiopia, Ayuda en Acción has supported a range of humanitarian and development interventions through local and international partners between 2002 and 2017; an independent country programme was established in 2018. Ayuda en Acción Ethiopia aspires to tackle poverty, inequalities and exclusion that perpetuate poverty. The organisation perceives women, men, girls, and boys as the centre of its efforts in the country, giving it an impetus to strengthen people’s and institutions’ capacities to meaningfully contribute to development and dignified life of all in Ethiopia. To achieve its mission, Ayuda en Acción Ethiopia has worked in the region of Afar, Oromia and SNNPR in close cooperation with local and international partners, international research institutes, public agencies, and private sector actors. 

Objective:

Ayuda en Acción Ethiopia invites competent and qualified candidates to apply for the vacant position of Monitoring, Evaluation, Accountability and Learning (MEAL) Manager.

The MEAL Manager is responsible for managing the country level MEAL systems at Ayuda en Acción Ethiopia and providing support to field teams in designing project/programme MEAL plans and their implementation. The position is instrumental in developing accurate reports, managing upward and downward accountability within the organisation and acts as the focal point for the headquarters in collecting accurate and timely data based on agreed country level progress and success indicators. MEAL Manager contributes significantly to knowledge management within Ayuda en Acción Ethiopia, quality programming, and provides technical support during needs assessments, external programme reviews and other research-related consultancies.

Responsibilities:

Programme management and development:

  • Design and implement a country level organisational MEAL system.

  • Identify and propose improvements to the existing MEAL system in the country and across Ayuda en Acción globally.

  • Conduct periodic analyses of project/programmes, their progress, achievements, and alignment with the country strategic priorities. 

  • Organize periodic field monitoring visits with each project teams and partners and provide feedback how to improve existing MEAL plans.

  • Draft M&E tools aligned with technical requirements and donors’ regulations.

  • Manage data collection processes and conduct data analysis ensuring relevancy and accuracy of collected data.

  • Support internal and external reporting by ensuring timely and accurate data availability.

  • Take part in designing new projects/programmes by providing feedback on design consistency, develop logical frameworks, indicators and tools used in MEAL plans.

  • Coordinate baseline, evaluation, impact assessments, post-distribution monitoring, needs assessments and other research assignments in line with the country strategy.

Documentation, learning and accountability:

  • Oversee the organisational knowledge management system and learning that arises from implemented projects and programmes to cultivate a culture of learning within Ayuda en Acción Ethiopia.

  • Ensure accurate and appropriate data are available for learning documents.

  • Develop and co-facilitate learning workshops for staff, partners and other stakeholders.

  • Develop and manage a database with all key project documentation, including high quality visual material used in communication.

  • Conduct regular partnership assessments to ensure transparent, participatory, and effective partnership relations. 

  • Ensure accountability systems are put in place and are followed at each project level and within area teams.

  • Contribute to reporting to government agencies as per statutory requirements.

Capacity building:

  • Provide technical guidance, training and other capacity building actions for staff and partners.

  • Identify training needs and ways how to close knowledge/skills gaps with respect to MEAL.

Perform additional tasks requested by immediate supervisor

Offer Conditions:

  • Incorporation: immediately

  • Duration of contract: One year with possibility of extension

  • Workday: 40 hours per week

  • Work Centre: Addis Ababa with frequent travel to programme areas

  • Remuneration/Salary:  in accordance with Ayuda en Acción's remuneration policy.

Job Requirements

Knowledge and experience:

  • Minimum BA in Development Studies, Economics, and other social sciences. A master’s degree is preferable.

  • At least 8 years of relevant professional experience, preferably in senior monitoring and evaluation roles; program development and implementation; designing and implementing participatory and inclusive research methodologies; impact reporting; and other relevant fields.

Languages:

  • Excellent verbal and written English
