ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill  Project Officer position in Somali, Ethiopia.

Position Profile

The Project Officer will be responsible for leading and targeting vulnerable households and facilitating and ensuring transparency and accountability of community representation in the Zone. He/She will also be responsible for the overall implementation of food distributions and the reception of food commodities in the assigned Zone.

  • Liaise with Woreda/Zonal Officials, Partners, Community Leaders, and other stakeholders for smooth food distribution to beneficiaries. 

  • Manage day-to-day supervision and support of the General Food Distribution implementation.

  • Lead the targeting, registering, and categorizing of households according to their level of vulnerability and ensure that food assistance is targeted to households based on their vulnerability.

  • Lead the community-based preliminary targeting and registration of beneficiaries.

  • Oversee the establishment of the food management committee and ensure fair representatives for the communities.

  • Oversee the establishment of the community targeting/registration committee.

  • Oversee the effective functioning of the feedback mechanism.

  • Ensure all the processes are duly recorded and publicly announced to all households within the community.

  • Coordinate with the Safety and Security Department on security to provide any pertinent security information on a regular basis.

  • Oversee the training of the community targeting committee on how to use targeting criteria.

  • Oversee monthly inventory of distribution materials to ensure all materials are available and ready to use before the monthly cycle.

  • Oversee the data quality assurance in overseeing the beneficiary’s registration database, ensuring that each registration record is comprehensive through the development of cross-checking mechanisms.

  • Oversee the reception of food commodities, accounting for the number of units received against the dispatch waybill.

  • Travel to the field regularly to directly oversee program implementation.

  • Perform any other duties as assigned.

Job Requirements

Qualifications/Skills Required

·       Minimum 3 years of experience working in humanitarian food programs/distribution.

·       Bachelor's Degree in Logistics, Supply Chain Management, Disaster Risk Management, or equivalent in a related field

·       Able to manage a high workload and meet tight deadlines.

·       Good numerical, report writing, and administration skills; committed to consultative and servant-minded leadership; able to set clear objectives for staff and delegate; able to enforce procedures.

·       Good understanding of SPHERE and other international standards.

·       Knowledge and understanding of humanitarian standards.

·       Ability to train, mobilize, and manage national staff.

·       Flexibility and ability to multi-task under pressure

·       Proven ability to work creatively and independently both in the field and in the office.

·       Good interpersonal skills, commitment, and motivation

·       Fluency in Somali and English, both written and verbal.
