Position Summary
Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist’s primary responsibility is the setting up and management of the gender sensitive and age and disability inclusive MEAL system for programs and projects based on the program focus and strategic guidance of the organization. The MEAL Specialist in cooperation with the program team and field office takes a lead in MEAL system establishment starting from the inception to program/project closure or final evaluation and participate in project endline surveys, closure reporting, and evaluation. S/he will be expected to provide guidance and capacity support to project teams and partners on results-based management, monitoring, and reporting. Working in close coordination with the Protection team at the Country Office and Field Offices, the job holder will monitor and evaluate the functionality of the established accountability mechanisms and contribute to the implementation of actions towards the continual improvement of the system.
The job holder will coordinate project specific documentation of learnings and best practices, and compile and analyze feedback from communities and stakeholders for project development. S/he will be responsible for timely data gathering, tracking project implementation, regularly, analyzing and synthesizing the data and prepare regular country office level updates.
The MEAL Specialist will also play an important role in improving information management and data quality, and in strengthening knowledge-sharing and learning across the organization.
Monitoring and Evaluation
Take a lead on the MEAL activities of the project at the CO level in planning, implementation, monitoring, evaluation and learning of the program quality function at the country level and ensure quality and timely reporting
Develop and/or update quality MEAL tools and databases for projects and responsible for monitoring/data collection in collaboration with field level program team and conducting the analysis
Support the project teams in assessing the project progress by providing timely data/analysis to measure the outputs, outcomes, and impact of programs/project progress.
Provide capacity support and training on MEAL and all respective program staff.
Development and roll-out of digital M&E platforms and tools according to the organizational plans, and in cooperation with the FRC network
Ensure gender and disability mainstreaming within the overall MEAL system and during the project and program cycle management.
Accountability
Contribute to the development/review of tools for tracking community-based feedback and complaints
Through working in close collaboration with the program team at all levels, monitor the functionality of mainstream accountability mechanisms throughout the program cycle.
Provide guidance and input in the compilation and analysis of aggregated feedback and complaints data from FRC service users and various stakeholders
Generate analysis on the trend of feedback and complaints from right holders and stakeholders and contribute to learning towards improving the quality of FRC’s service delivery
Learning
Lead in reviews and lessons learned exercises among the partners and stakeholders including the targeted communities and beneficiaries.
Collaborate with colleagues to ensure learning events are conducted to document learnings and best practices on the projects for future implementation.
Participate in proactive impact data gathering to analyze specific activities or component outcomes.
Compile and consolidate learnings during organizational self-review and reflection sessions.
Reporting
Generate periodic program quality indicator reports for tracking program or project progress. Lead and participate in needs assessment exercises, beneficiary targeting, including the development of assessment protocols, data collection tools, data analysis and results-based reporting.
Compile and consolidate periodic MEAL reports and submit them to the program Manager and concerned departments.

Education & Qualifications and experience
University degree in M&E, Economics, Statistics, Business Management, Social science, or related fields.
At least 6 years of work experience relevant to M&E or results-based project planning
NGO experience especially with refugee and humanitarian organizations,
Experience in both development and humanitarian contexts are requirement.
Technical skills & knowledges:
Proven knowledge, abilities, and skills in the areas of Monitoring and Evaluation and results-based management.
In-depth knowledge of monitoring and evaluation methods, and statistical applications (excel, SPSS, kobo tool etc.)
In depth knowledge and practical experience in data collection tool development.
Proven ability to create/use digital tools and data visualization platforms.
Demonstrated knowledge and skills in gender, age, and disability sensitive MEAL processes.
Working knowledge of Core Humanitarian Standards of Accountability to Affected Populations
Practical skills in supporting the establishment and tracking of Community Based Feedback and Complaints response Mechanisms.
Proven previous experience in working with PowerBi
Competencies
