The Area Programme Manager (APM) is responsible for overseeing the implementation of programmes in their area of operation and represents NRC at program coordination forums, as delegated by the Area Manager. This position is a member of the Area Management Group and Extended Country Management Group. As such, the APM is under the Area Manager’s line management but has a technical (dotted) reporting line to the Head of Programme (HoP). The following is a brief description of the role.

What we are looking for:
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic programme professional to provide support to our team in Ethiopia. The Area Programme Manager (APM) is responsible for overseeing the implementation of programmes in their area of operation and represents NRC at program coordination forums, as delegated by the Area Manager. This position is a member of the Area Management Group and Extended Country Management Group. As such, the APM is under the Area Manager’s line management but has a technical (dotted) reporting line to the Head of Programme (HoP).
The Roving Area Programme Manager for AFAR has a long standing background in Emergency response and transitioning to Durable Solutions. He / She has keen understanding of complex humanitarian contexts and is proactive in coming up with sustainable programming solutions.
You will be expected to provide technical support and capacity building for colleagues and partners working at Area level; your thought leadership will be key.
What you will do:
Direct oversight over the General Food Distribution and Livelihood Program Operations
In collaboration with the Core Competencies (CC) responsible (PM and PC), propose combined weekly planning to the Area Manager (AM)
Responsible for organizing PCM {Grant Opening Meeting (GOM), Grant Review Meeting (GRM) and Grant Closing Meeting (GCM)} Meetings for multiple and unique key competency projects at area level.
Responsible for program implementation with high quality and cost-effectiveness ratio targeting beneficiaries most in need of protection - value for money
Provide support to programme staffs during monthly budget monitoring and updates in GORS and provide a report to the AM
Review project proposals and reports for the area before submitting them to the area manager
Regular site visits for the implementation of projects
Ensure that NRC resources are used in accordance with humanitarian principles in the area
Ensure compliance with contractual commitments, while considering key lessons learnt from the implementation of projects in the area.
Contribute to capacity building of all programme technical staff
Promote innovation and learning at area level
Contribute to the development of the area of intervention and the development of Core Competence (CC) strategies, initiate and participate in the relevant development of Key Competence projects

What you will bring:
Minimum 5 years of professional experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Experience with response to emergency
Documented results related to the position’s responsibilities
Knowledge and skills in market analysis, cash-based interventions, and market-based programmes
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal required
Knowledge of the context in the Somali Region is an asset
Good knowledge of donor regulations
Detail oriented
Flexible and hard working
Able to multitask and organize competing priorities
Able to work as part of team
Strategic thinker
What we offer:
Duty station: Afar, Semera, Ethiopia
Contract: national contract, 12 months (extension possible, dependent on funding, performance and need for position )
Travel: up to 50%
Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
