Organizational Context and Scope
Timely and accurate information is integral to the successful coordination of humanitarian action in a site setting. The ability to build the capacity of the local government, to collect, analyse, disseminate, and act on data pertaining to the protection and welfare situation of site residents is fundamental to effective intervention. For information to support analysis for operational and strategic decision-making, shared standards and common approaches are required to facilitate the delivery and monitoring of assistance in IOM CCCM, and to undertake gap analysis in determining priorities.
Under the overall supervision of the Emergency and Post Crisis Programme Coordinator and the direct supervision of the Project Manager (Camp Coordination and Camp Management -CCCM), the successful candidate will support the overall information management-related activities in the IOM country office, Addis Ababa, Ethiopia.
Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
Coordinate and supervise the implementation of the integrated mechanism for data and information management across all activities to ensure most effective and efficient processes and data flows to deliver timely, accurate, and reliable information for operational, monitoring and reporting purposes.
Support the CCCM Unit in developing data collection tools, databases and statistical reports and sites maps. Support with reporting and report design requirements through Microsoft Publisher, ArcGIS and/or Adobe Illustrator, Support the Emergency and Post Crisis programme in the development of a GIS system to produce maps related to database elaborations.
Contribute to the coordination and supervision of the data collection processes in the Sub-Offices of Ethiopia Country Office (CO) and the overall CCCM data management activities including encoding, storing, processing, and support to the analysis of the collected data and information.
Contribute and provide technical support in identification, development, implementation and support of IM solutions. Review, supervise and coordinate the technical specification of all related CCCM IM implementation and support services to meet IOM IM standard.
Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
Supervise and provide guidance and training to reporting staff.
Perform other related duties as assigned.
Educational Qualification
School diploma with seven years of relevant experience; or,
Bachelor’s degree in information management systems, Demography, Statistics, Computer Science, or a related field from an accredited academic institution with five years of relevant professional experience.
Experience
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
Skills
Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high quality reports.
Proven statistical analytic skills, data management skills, including the development and management of database.
Excellent data verification, validation classification and transformation skills.
Familiar with Power BI, Adobe, and relevant information visualizing applications.
Languages
Thorough knowledge of spoken and written English is required.
Working knowledge of other local languages is an advantage.
