ACCOUNTABILITY AND PURPOSE:
The OSEAC Officer, Child Protection provides technical support to ChildFund´s OSEAC Programming in all development and emergency projects. The Officer will work collaboratively with, national and regional colleagues and Local Partners in support of strong OSEAC project design, implementation, evaluation and learning in line with ChildFund’s theory of change, program strategies and standards for OSEAC / child protection in all three Life Stages for children. The Officer will also provide support to conceptualize, develop and implement an advocacy plan for the Project.
SPECIFIC RESPONSIBILITY:
OSEAC and Child protection expertise
Positions ChildFund as a significant role player in the areas of OSEAC, and leads the development of OSEAC project approaches within the theory of change and program models related to child protection. Participates in OSEAC networks, with local governments, institutions, and likeminded organizations.
Engages with partners to ensure that OSEAC is included their protection activities and community-based child protection mechanisms, are in place and linked to formal child protection system in line with national policies and standards, in communities where ChildFund supports core outcomes for children.
As needed, deployed to emergency responses and work closely with response teams in country office to establish ChildFund OSEAC responses through coordination, assessment, proposal development, program startup and evaluation.
Prepare, design or adapt OSEAC communication tools and materials including key messages.
Prepare and review and edit key project documents (including but not limited to proposals, Project reports, evaluations, MoUs, LoAs, strategy documents, meeting minutes)
Update databases of Ministry focal persons on harmful practices and/or other likeminded organizations on children issues including National and regional networks.
Support fundraising efforts for the OCSEA program.
Country Office Advocacy Strategy
Contribute to the Country office’s advocacy plan on issues related to OSEAC.
Gender
Ensures the implementation of ChildFund's child and women development focused interventions in line with OSEAC related issues.
Grant Acquisition and Management
Identification, development and maintenance of relationships with current and prospective donor especially as it relates to OSEAC Project. Participates on proposal development teams, including preparation of technical proposals, capacity statements, and concept notes as they pertain to OSEAC. He/She will be responsible to acquire grants by developing sellable proposals and implement all OSEAC related grants in both development and emergency setting.
Child Safeguarding
The OSEAC Coordinator works closely with the Child Protection focal persons and follows-up on all complaints received, to ensure appropriate measures are taken per ChildFund’s policies and country’s legal framework.
Development of staff skills on OSEAC related issues in particular and child safeguarding standards in general, in line with ChildFund’s safeguarding policy and procedures. Engagement with partners to ensure their understanding of ChildFund’s OSEAC policy/guidelines and standards.
Remain alert and responsive to any OSEAC and child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong OSEAC and safeguarding practices, understand the OSEAC and child safeguarding policy and procedures, and conduct yourself in a manner consistent with the OSEAC and Child Safeguarding Policy
Knowledge management and learning
Develop learning and knowledge products in the area of OSEAC that meet standards and enable organization-wide learning and sharing by documenting approaches, project and program designs and lessons, case studies and other knowledge products. Seek and leverage existing knowledge products in order to increase efficiency and effectiveness.
QUALIFICATIONS/EXPERIENCE
Required
At least 4 years of experience results-based OSEAC/child protection program design, implementation and/or evaluation in relation to community-based and/or national child protection systems and stakeholders
In-depth understanding of in country OSEAC/child protection legal frameworks, situation, mechanism, issues and services.
Proven ability to provide high quality OSEAC/child protection technical assistance, guidance, and coaching to field-based implementing staff and partners.
At least 3 years’ experience in working on advocacy in development and/or emergency contexts preferably with an international development organization.
Proven excellent communication, networking, presentation, public-speaking and interpersonal skills.
Proven ability to design quality proposals and implement them, demonstrated success in proposal development and writing including technical design, strategies, and narratives.

English proficiency
Knowledge of advocacy in the area of OSEAC
Education
Bachelor’s or equivalent in relevant area required. Equivalent relevant work experience may be acceptable in lieu of degree
Support
The role can draw on the support of the senior Child Protection/Advocacy Specialist, PSD/ CD in the development of his/her responsibilities.
