JOB SUMMARY
Under the supervision of the Field GBV program Manager, the GBV Deputy Program Manager will support the implementation of quality GBV prevention and response program in the refugee camps and host community districts and promote International Medical Corps as a leader agency in GBV. The incumbent supervises seven Senior GBV officers. The incumbent supervises seven Senior GBV officers, and one GBV Response Helpline Assistant

MAIN TASKS AND RESPONSIBILITIES
Primary Responsibilities
Program Planning
Work closely with the Gambella based GBV Program Manager to understand program goals and to meet expectations
Support the camp based team in ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures
Analyze trends of GBV and suggest ways to develop/adjust program strategies to meet needs and provide support to the camp based team on GBVIMS analyze to inform programming and coordination.
Support the Field GBV program Manager in the development of concept notes and proposals, providing necessary field information/ data
Contribute to developing and adopting the GBV Strategy
Program Implementation and Capacity Development
Supporting organizing and facilitation of trainings for International Medical Corps staff, and partners based on project work plans.
Contribute to the GBVIMS utilization: ensure ethical data management and sharing with relevant stakeholders as per the data Sharing Protocols
Support Program M&E process: ensure project activity and progress reports are compiled in line with internal International Medical Corps and Donor reporting requirements.
Maintain flexibility to take on added responsibility as and when needed
Coordination
Develop and maintain effective working relationships with all relevant stakeholders including ARRA, UNHCR, and other partners mobilize stakeholders to participate in GBV coordination and risks mitigation meetings at Field level;
Collaborate with other International Medical Corps sectors and operations personnel to ensure that the program is properly supported and that all GBV program operational activities are conducted according to International Medical Corps HR, Logistics, Finance and other policies and procedures;
In collaboration with the Field GBV program manager, promote and represent the interests of the
GBV program with regards to all relevant stakeholders at the field office level;
Represent International Medical Corps to local communities, government counter partners, international agencies, local partners and donors as required.
Attend relevant meetings and prepare meeting notes as required and share these with all concerned. And any other activity as requested by the supervisor
Human Resources Management and Capacity Building
Assist in the recruitment and training of GBV staff
Work with HR to ensure accuracy of all GBV program job descriptions for staffs and their responsibilities;
In collaboration with Field GBV Program Manager, design and monitor capacity building strategies for all GBV staff in Gambella;
Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings;
Financial Management
Support on developing work plans, spending and procurement plans in line with IMC's financial pipelines
Work with Finance and Logistics to procure supplies within program budgets Ensure compliance with donor financial regulations
Security
Ensure compliance with security protocols and policies
Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and incentive workers or volunteer
· Typically, Bachelor degree in social work, psychology, sociology, Gender studies, Public Health or equivalent combination of relevant education and experience may be substituted as appropriate.
· Typically, Minimum 3-5 years of experience including at least one year in a humanitarian/ camp setting
· Proven knowledge and experience in developing and implementing community mobilization projects
Experience in Psycho-social support, WGSS safe space activities, women empowerment, life skill trainings, counseling and GBV case management
Supervisory experience
Experience in representing and promote the agency in relevant coordination forum.
Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently
Ability to work well with a cross-cultural team
Strong communication skills, both oral and written
