Position: Resources Mobilization Specialist

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. Ethiopia is a highly strategic country for the globe to reach sustainable development goal (SDG) targets, as well as being in the middle of a L3 humanitarian emergency. As a result, UNICEF is a sought-after partner in Ethiopia for humanitarian and development donors due to its vast operational presence, implementation capacity and integrity. The donor relations portfolio in Ethiopia Country Office is one of the largest and most visible globally for UNICEF, with more than 160 active grants and more than 200 reports due to donors annually.

The current Humanitarian Action for Children requires $674.3 million for 2023 plus a minimum of US$80 million is required per year to fund UNICEF’s Country Programme for development assistance to the Government of Ethiopia. Given the constrained fundraising environment and escalating needs, UNICEF is seeking an experienced and specialized fundraiser to support the Country Office to not only implement but expand upon the existing resource mobilization strategy and action plan. Under the general supervision of the Resource Mobilization Manager, this position will be responsible to ensure that the Country Office meets the escalating fundraising needs for humanitarian and development programming. Furthermore, the Country Office is seeking a candidate with a high degree of experience in resource mobilization data analytics, UNISON, donor reporting (as OIC support), donor relations and UNICEF systems. 

How can you make a difference?

Under the direct supervision of the Resource Mobilization Manager, the Resource Mobilization Specialist will undertake the following:

1. Resource Mobilization

  • Lead the coordination, creation and quality assurance of proactive and reactive proposals and concept notes.

  • Lead the mid-term revision of the existing Resource Mobilization (RM) Strategy including the diversification of partners through donor analytics and mapping (public and private sector).

  • Lead the annual revision of the existing RM Action Plan.

  • Support the implementation of the RM strategy with in-country and out-of-country donors.

  • Lead preparations for the Resource Mobilization Group.

  • Support in the creation of fundraising tools such as the creation of a comparative advantage narrative for funding UNICEF, per output, creation of one-pager pitch concept notes per output, and creation of concise donor-friendly CPD 2-4 pager and Powerpoint.

  • Other resource mobilization-related duties as required.

2. Capacity Building

  • Identify capacity strengthening needs at Country and Field Office levels to improve fundraising and resource mobilization analytics capacity, and lead in the design and implementation of training.

3. Backstopping:

  • Provide OIC support to the Resource Mobilization Manager function as needed.

  • Provide OIC support to the Donor Relations and Reporting function as needed. 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

  • A minimum of five years of relevant professional experience in one or more of the following areas is required: resource mobilization, donor reporting, and donor relations. 

  • Experience working in highly demanding office settings and emergencies is required.

  • Experience in both development and humanitarian contexts is an added advantage.

  • Demonstrated excellence in writing, editing, coordination, and resource mobilization analytics is required

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
