The Opportunity
The MERL Coordinator will be responsible to implement a functional MERL system at the project level in response to emergencies. Will work closely with the project and the other program teams with technical oversight and direction from the Senior MERL Coordinator on all monitoring and evaluation needs across implementing areas. The MERL Coordinator will support the provision of program staff at Plan and partner organizations with the information and training to capture monitoring metrics regularly and efficiently.
Plan International Ethiopia is looking for a MERL coordinator to support the RINBRITA project implemented in Amhara and Tigray regions. The overall purpose of this role is to strengthen the Plan’s Monitoring, Evaluation, and Learning (MEAL) system & accountability in our humanitarian and rehabilitation response endeavors in targeted woredas in both regions. He/she ensures that program quality is reflected within the project cycle and the project implementation is undertaken efficiently and effectively by reflecting that all MERL requirements are in place and that cross-cutting issues.
Accountablity
Ensure all project planning, monitoring, and evaluation processes meet and comply with external accountability requirements and standards.
Works closely with the Project Coordinators, project team, and CO MERL team to establish the MERL system and develop data collection tools in accordance with the project requirement.
Ensure all donor, country office, and government program performance reports are prepared and shared timely meeting the standard and quality requirements
Take the lead and support in organizing regular review meetings with Project Coordinators and the project team as well.
Responsible for the setup of a Management Information System, to systematically collect, store and analyze output and activity information.
Ensure equal participation and benefit of adolescent boys and girls and children with disabilities in all phases of project implementation and make sure project management is gender transformative.
Provide information on project learning and monitoring data to inform during the preparation review meetings
Identify, capture, document, and share lessons learned from the project implementation with larger stakeholders and community, including evidence on project stories of change, lessons learned, and promising practices in coordination with the program team.
Develop the capacity of project staff and partners through providing training on M&E systems, concepts, tools, and processes and mentoring/coaching
Design Monitoring, Evaluation as well as Performance Measurement Framework (PMF) including project targets and update regularly
Ensure Plan’s Child Protection Policy Guidelines and Research Standards are adhered to during project implementation, monitoring, and evaluation
Ensure data quality by conducting routine data quality assurance activities and data audit assessments.
Ensure that the project is implemented as per the quality intended and in accordance with the result-based management principles and tools,
Ensure results are entered into the PMERL system regularly, make the analysis and generate reports from the system
Ensure that the project is managed based on Plan for international gender transformative programming and social inclusion approaches
Represent the program MERL roles positively and professionally to internal and external stakeholders
Qualifications & Experience Requirements
Qualifications/ experience essential:
Education: Degree-level study in fields such as Management, Human Resource Management, and other social sciences
5+ years of relevant experience out of which 3 year 3 years on a senior level experience gained in an NGO or INGO or demonstrated equivalent combination.
Ability to communicate effectively
Proficient in using Microsoft Suite
Ability to effectively organize and manage multiple training initiatives.
Experience providing full-scope training materials, from analyzing needs to lesson planning, development, and implementation.
Experience creating yearly training plans and materials for all departments
Excellent skills in presentation, facilitation, coaching, and creative thinking.
Adept with a variety of multimedia training platforms and methods.
Event management experience
Ability to influence without power
Languages required:
Fluency in English language is essential
In addition to Amharic other local Knowledge of Local Languages is a desirable
Qualifications/ experience desirable:
