BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job overview: 

Under the direct supervision of the ERR manager, the senior Sanitation and Hygiene Promotion Officer is responsible for capacity development and documentation and continuous improvement of approaches, methods, guidelines and tools for sanitation and hygiene promotion, and behavior change in the IRC Shire field office EH Programming and ensuring smooth implementation of sanitation and hygiene promotion project around IDP centers and community. 
He/she also ensures that quality hygiene promotion activities are well integrated into the overall IRC WASH integrated, Nutrition, Health, and protection projects and responsible for planning, implementation and monitoring and evaluation of sanitation and hygiene promotion component in the woreda and IDP centers. The position also requires proper management of the financial, material, and other resources under the program.

This position technically reports to the ERR Manager and organizes and sends formal and informal report to the ERR/ senior EH Managers.

Major Responsibilities:

·      With support from ERR and EH/WASH Managers, design, and undertake/take part in quantitative/qualitative assessments to identify key risky hygiene behaviors, to set baseline and measure project achievements.

·      Organize the distribution of WASH NFI, Essential /household hold NFI, dignity kits, sanitary kits and water treatment chemicals including beneficiary client targeting, verification with MEAL program on distribution and post distribution monitoring.

·      Prepare detail work plan for hygiene promotion/education activities and ensure proper implementation.

·      Guiding field-based SHP officers to work with clients to select site and design to build latrines, showers, water points and other WASH facilities for vulnerable groups, and ensure needs of most vulnerable are taken in to account at all stages of hygiene promotion intervention/s.

·      Works in collaboration with other IRC programs including protection, health and nutrition, education and government partners & key stakeholders and ensures accurate integration of the sanitation and hygiene interventions.

·      Work with ERR Manager and senior SHP manager on development, testing, printing, and positioning of culturally appropriate IEC materials, and monitoring tools and ensure proper use.

·      Prepare, document and share lessons learned and success stories in relation to hygiene to inform future programming.

·      Develop context specific hygiene and sanitation promotion interventions, including behavior change communication, as well as tools and methodologies to ensure effective programming.

·      Develop and use tools to assess efficiency of IRC shire hygiene promotion interventions.

·      Prepare work plan (IP, SP, PP) and initiate procurement to ensure adequate supplies for hygiene and sanitation promotion activities.

·      plan and celebrate world event days (handwashing day, MHM day, water day toilet day) and raise awareness of the community through celebration of event days.

·      He/she serves as the focal point person for all activities related to IRC sanitation and hygiene promotion interventions.  

·      Work closely with EH team to develop new proposals and budgets and respond to donor questions.

·      Work with clients’ representatives to identify volunteers/incentive workers for hygiene promotion/education.

·      Develop sanitation and hygiene promotion or behavior change and communication capacity building to officers and lower.

·      Liaise with IRC Administration, Logistics, and Finance departments to ensure smooth operations and appropriate support to field staff.

·      Raise and follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site.

·      Develop and maintain tools to supervise project progress, financial commitments, and expenditures against budgets.

·      Maintain budget plans & monitor spending for allocated hygiene promotion and sanitation budgets.

·      Any additional responsibility as requested of his/her supervisor.

Reporting

·      Provide timely monthly technical and donor reports to ERR / senior EH Managers and ensure and coordinate timely production of these reports.

·      Timely submit weekly progress update, 5W matrix and ITT monthly basis, and distribution report after completed the report.

·      Prepare detailed capacity building training reports.

Job Requirements

·      At least 5 years for diploma, 2 years for degree and 1 year for post graduate holders of relevant experience - Essential in the WASH sector.

·      Relevant work experience on hygiene promotion with I/NGO in development, emergency, or refugee settings - Preferable

·      Previous experience of implementing participatory hygiene promotion and sanitation methods (e.g., PHAST, CLTS/H, CHC, CHAST) and organizing campaigns on key hygiene themes

·      Previous experience of implementing institutional (schools & health facilities) hygiene promotions/educations

·      Ability to work as part of a team as well as to work autonomously when required.

·      Very good at computer- Microsoft Office (Word, Excel, Power Point and e-mail)

Educational Requirements

·      University Degree in Environmental Health, Public Health, Nursing, Community Development, Health Education, or any other related field from recognized University with proven experience of at least 2 years for degree and 1 years for Masters

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.

  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.

  • Strong analytic problem-solving skills

  • Ability to work both independently and in a dynamic, cross-functional global team structure.

  • Highly proficient in Microsoft Office suite

  • Demonstrated ability to work effectively with stakeholders at all levels.

  • Ability to manage and work through change in a proactive and positive manner.

Language Skills: 

·         Very good communication skills (verbal and written) in English language. Knowledge of the local language is an advantage.
