Child Safeguarding:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. The role holder should be well acquainted with and act towards ensuring the organization’s Child Safeguarding Policy inclusive of awareness creation for prevention, reporting, and responding.
ROLE PURPOSE:
The Emergency Health coordinator has overall responsibility for coordination and supervision of Konso cholera response project. S/he ensures project’s implementation, monitoring, evaluation and plans are followed in the intervention areas to effectively contribute to the achievement of projects’ result and save the children strategic plan/goals to address underlying causes of cholera in affected Woredas of Konso Zone and Alle Special Woreda of SNNPR. His/her management of this emergency response will ensure quality implementation in accordance with donor complain and save the children’s policies and practices, Vision, Mission and values.

Program Strategy, Implementation and Management
Responsible for coordination, manage and support HF- cholera response project in health and Nutrition thematic area; specifically in response for Cholera outbreak in the Konso and Alle Special Woredas.
Lead the project quality implementation, including development of financial and operational planning.
Ensure timely and high-quality completion of all required project deliverables
Provide support to ensure smooth and timely start-up and implementation of project activities as per the approved project plans.
Provide technical and managerial support in reviewing and adapting strategies and projects plan in view of changes in the internal and external operating environment.
Support and follow cholera case management and surveillance system with concerned health departments and offices.
Work closely with partners in developing strategies to ensure that program design incorporates relevant input.
Initiate and facilitate linkages, coordination and integration with other similar partners or related programs/projects.
Serve as focal point for regular liaison and communication with projects internal and external stakeholders.
Report and participate in health cluster meeting leaded by WHO.
Ensure appropriate use of vehicles and other resources.
Budget Management and Donor Compliance
Prepare quarterly Project’s Operation Plan (POP) based on approved Detailed Implementation Plan (DIPs)
Manage budgets jointly with Field office manager, including phasing of budgets as per work plans, monthly review of budget versus actual expenditure reports, identification of gaps in financial management and required actions to address them
Ensure the project has clear plans (Procurement, Work plan, Recruitment plan, BvA and Phased Budgets)
Ensure effective and efficient utilization of projects budget and other resources for intended purpose including assigning resources to partners and follow up on budget utilization and project expenditure as needed
Work with other internal stakeholders to ensure appropriate staff and partner training and capacity on compliance with donor and organization regulations
Ensure that partner financial implementation and reporting are in line with the projects MoU agreement government partners as necessary to ensure proper financial management, utilization, and reporting
Awards efficiently monitor and track burn rates, reporting and financial compliance issues to proactively identify and address any problems
Monitoring, Evaluation, Accountability, Learning, and Reporting
Carry out regular monitoring of projects output and outcome indicators including updating and maintaining the project participant database.
Oversee and update regular humanitarian situation in save children operating areas and make sure timely emergency preparedness response/plan
Ensures proper understanding of cross-cutting issues among technical managers (gender, child protection & safeguarding, etc) and integration of these issues into project delivery.
Oversee a system of regular supportive supervision and (joint) monitoring at the field level to ensure proper and efficient staff and partner management, and project delivery.
Support the conduct of periodic review meetings with all partners to facilitate experience sharing and cross fertilization of good practices and lessons.
Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the projects are contributing to objectives across the child protection sector.
Ensure project managers are submit professional and timely quarterly and annual narrative and financial reports to the regional government sector bureaus, country office and donors.

QUALIFICATIONS AND EXPERIENCE
Recommended a minimum of 3 years management experience in a humanitarian and development environment, including significant field operations experience running both emergency and development programs.
MPH/MSc in public health
Experience of emergency program cycle management and well known the intervention area.
Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management
Substantial experience and knowledge of effective budget monitoring
Ability to analyse information, evaluate options and to think and plan strategically.
An in-depth understanding of afar pastoralist context with emergency response and development issues in particular in relation to children
Excellent interpersonal communication and presentation skills
Fluency in written and spoken English and Amharic
Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity.
