Information Systems Management
Ensure effective implementation of the North Ethiopia Crisis Response (NECR) information management system that links both the internal and external management information systems
Design and implement an effective document management system that includes tools and guidelines, for effective utilization of information System hub and document repository for document storage and sharing across all programmes and projects.
Ensure the effective utilization of integrated M&E database and Horizon/Our Impact System across all programmes and projects and routinely conduct data quality audits for data in the system.
Enhance capacity and utilization of GIS technology across all programmes and projects in the northern region response projects: This includes the collection of geographical information relevant to NECR Programmes / projects and use of GPS tools in the field; and desk-based data capture (digitizing) to convert paper maps to GIS datasets.
Support and strengthen technical skills for the adoption and use of mobile platforms and systems such as; Open Data Kit (ODK), GIS, Kobo, Survey CTO or any emerging recommended software for output and annual monitoring of programme outcomes, assessments, evaluations or baseline surveys.
Provide technical leadership and guidance in the utilization of application software such as SPSS, EPIDATA, EPIINFO, STATA, Arc GIS etc. for results-based monitoring and evaluation across all programmes and projects.
Train programme / project staff on/create awareness of ‘state of the art’ practices in information management
Quality Assurance and learning
Participate in the analysis of trends generated from Programme or project evaluations and baselines within the national MIS systems to inform national level programming
Promote and improve the utilization of monitoring dashboards for operational and strategic decisions by programmes, projects and the National Office leadership
As part of the program team of NECR, actively engage and support periodic reviews of reports and programme performance and provide timely feedback to programmes teams.
Assure quality of data through routine data and M&E system quality audits at programme level in grants, WV partners and sub grantees.
Support the NECR MEAL and program team in reviewing management reports as well as other M&E reports to ensure validated M&E data and M&E compliance with recommended guidelines, formats and standards.
Digitalization of MEAL Business processes
Map existing MEAL business and workflow processes, provide simplified, digitized and automated solutions for greater efficiency, and cost effectiveness.
Map existing NECR program tracking database and ensure automated solution for accurate and effective communications to internal and external stakeholders.
Develop a data pipeline to automate reports, link and adjust data visualization products, digitalize data collection tools for all studies/survey and routine processes
Data Visualization & High-level Reporting
Lead the development and consolidation of a web-based results management systems that produces reports, displays dashboards in line with WVE NECR Strategic focus and enable effective decision making by program and Senior Leadership teams.
Provide meaningful data summaries and visualization through GIS and other Adobe graphics to demonstrate results to the NO, donors and programmes/projects on their contribution to child wellbeing

Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented

KNOWLEDGE/QUALIFICATIONS FOR THE ROLES
Required Professional Experience
A Master’s degree in Monitoring & Evaluation, Statistics, Biostatistics, Post Graduate in Information Management System or a related field is required.
Minimum of five years of work experience in managing Management Information Systems for data intensive programmes in designing, monitoring, and evaluation methodologies is highly desirable.
Experience in data management, use of dynamic systems (Arc GIS, SQL, R, ODK) and designing MIS systems for M&E data collection and analysis methods is desirable.
Knowledge of designing and managing M&E systems at a national level for effective generation of monitoring data used in tracking Programme and improved service delivery and support related to development programming
Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
Experience in quantitative and qualitative survey techniques and analysis with excellent command of MS Excel, PowerBI, Tableau, MS Team and working knowledge of at least two statistical data management packages/software’s (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, EPIINFO, STATA etc.
Ability to work with inter-disciplinary teams and a wide range of programme/project activities
Strong report writing and communication skills
Proactive personality, self-driven and strongly motivated
Capacity/potential in leadership, relationship management/networking, and coordination.
Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
Good interpersonal skills, team player, facilitation skills and strong communication skills, both verbal and written
Proven conceptual & analytical skills, ability to take an evidence-based approach to programming
Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming
A Master’s degree in Monitoring & Evaluation, Statistics, Biostatistics, Post Graduate in Information Management System or a related field is required.
Further complementary professional qualifications in MEAL, IM, etc is an asset.
Preferred Knowledge and Qualifications
Proven skills to analyze statistical information and ability to compile and holistically analyze diverse datasets.
Demonstrated information management skills and understanding of different data collection methodologies
Deep knowledge and understanding of need assessments, information management, and capacity development.
Strong understanding and experience in implementing relational databases, data visualization and acquisition
Have keen observation to data and have strong data analysis including advanced skills in using Excel, Power BI, Tableau and other database related platforms
Familiarity with Geographic Information Systems (GIS) and the ability to design, develop and implement systems and databases to access and store geospatial data using tools such as Arc GIS/QGIS and Map box
Proficiency in Microsoft Teams, Outlook, OneDrive, SharePoint, Zoom and Box, and Microsoft Visio
Knowledge of SPHERE standards, Humanitarian Accountability Partnerships; other international humanitarian standards and other capacity building skills.
Excellent written and spoken English
Minimum five years of MEAL experience within the development/humanitarian sector, including experience working with BHA, ECHO, USG, UN agencies and EU proposal funding process
