INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia, including WASH and shelter provision, youth protection, gender-based violence response, awareness-raising protection monitoring and livelihood support for vulnerable communities affected by conflicts and shocks.

OVERALL PURPOSE OF THE ROLE:

The position will serve as Protection Cluster Co-Coordinator for Shire AoR, Tigray, Northern Ethiopia. The Co-Coordinator will work alongside other humanitarian clusters, liaise closely with OCHA and the broader humanitarian community to respond to increasingly complex humanitarian needs including significant numbers of conflict- and climate-induced displacement. S/he will work closely with the UNHCR appointed Coordinator to a) strengthen effective management of the cluster, b) improve the representation of INGOs, and other key stakeholders, including national civil society organizations, and c) reinforce the accountability of humanitarian response towards the cluster’s people of concern in order to enhance humanitarian protection programming and advocacy.

RESPONSIBILITIES AND TASKS

Cluster Co-Coordination

  • Co-facilitate meetings for the Protection Cluster, alongside the Coordinator, ensuring agreement and follow-through of key decisions and action points.

  • Develop a sub-national Protection Cluster analysis and strategy to guide Cluster work across Shire AoR in northern Ethiopia.

  • Ensure that Protection Cluster partners are updated on protection needs and situational analysis, gaps, planning, funding processes etc.

  • Ensure coordination and information exchange on protection issues with other clusters, UN, and government counterparts

  • Contribute to inter-cluster coordination and planning, including participation in the Inter-Cluster Coordination Group on behalf of the Protection Cluster.

  • Enhance monitoring, tracking, documentation, and information exchange on protection concerns between the Protection Cluster members.

  • In close coordination with the National Protection Cluster, support internal and external advocacy at national and global level

  • Ensure the integration of protection issues in sectoral needs assessment, analysis, planning, monitoring, and response, and the centrality of protection through the ICCG/HCT

  • Identify gaps in current cluster member capacities and opportunities for the roll-out of targeted capacity-building activities.

Strategic planning and reporting

  • Lead, coordinate and conduct within the Protection Cluster protection needs assessments, including participatory assessments.

  • In consultation with the Cluster Coordinator, ensure that the Protection Cluster covers identified protection needs of the affected population and not only those relating to IDPs or the specific mandate of individual members of the Protection Cluster through development/review of strategic, contingency and response plans,

  • Ensure adequate monitoring and reporting mechanisms are in place to review the progress and outcomes of Protection Cluster activities.

  • Ensure strong cluster participation and representation in pooled funding processes, e.g Ethiopia Humanitarian Fund (EHF).

  • Ensure adherence of the Protection Cluster activities to Guidelines on Age, Gender and Diversity Mainstreaming

  • Develop, adapt and/or contribute development of gender-sensitive protection tools for reporting, needs assessments, and protection and gender analysis among others.

  • Provide practical guidance and support to cluster members, on issues including protection needs assessments, coordination and participation in joint planning and funding processes, i.e. the EHF and the HRP.

Information Management, reporting and advocacy

  • Coordinate the work of different networks/agencies contributing to the Cluster Protection Monitoring System

  • Support the quality assurance of the Protection Monitoring System through information and network performance review.

  • Ensure dissemination of Protection Monitoring findings to Protection Cluster partners and other relevant stakeholders

  • Facilitate reporting and information sharing within the cluster.

  • In coordination with other relevant actors, advocate for humanitarian access to all displaced populations

  • In consultation with the Coordinator identify key advocacy concerns for the Protection Cluster through a consultative process, develop cluster initiatives to ensure regular and consistent advocacy.

Resource mobilization:

  • In consultation with the Cluster Coordinator/s actively advocate to donors and partners for funding to support protection intervention initiatives. 

Job Requirements

Essential skills, Experience and technical competencies (include years of experience)

  • Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, standards and relevant legal frameworks (e.g. human rights, international humanitarian law, Guiding Principles on Internal Displacement).

  • Excellent leadership, coordination, capacity building, planning, advocacy and analytical skills.

  • Minimum of 7years proven experience working on protection related issues in humanitarian environments, including provision of technical advice to field teams.

  • Previous experience in cluster/sector coordination in complex emergency context; Previous experience as cluster coordinator or co-coordinator preferred.

  • Proven experience with protection monitoring, documentation and analysis of protection data.

  • Excellent analytical and report writing skills.

  • Excellent representation and interpersonal skills and demonstrated ability to establish effective and working relationships with members of cluster, consortiums, or other groups with diverse members.

Education: (include certificates, licenses etc.)

  • Master’s degree relevant to humanitarian work: preferably in law, social sciences or humanitarian aid.
