Job Description

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing humanitarian aid and development programs covering the sectors of: WASH, Shelter/NFI, Agriculture and Livelihoods, Energy and CCCM. COOPI works in Addis Abeba, Ahmara, Afar, Benishangul Gumuz, Oromia, Somali and Tigray Regions.

COOPI is looking for qualified Country Logistic Coordinator to be included in its team in Addis Abeba.

Title of the Position: Country Logistic Coordinator

Duties and Responsibilities:

General Responsibilities

He/she is responsible for the country’s logistics. He/she ensures the coordination and management of all aspects related to the country’s logistics and particularly: purchase procedures, goods/services supply, the transport systems and the technical organization of the work of all COOPI’s field offices in the country, in accordance with what is defined by the procedures. He/She will lead COOPI Ethiopia operations management and supervises all operations staff including: procurement supervisor, transports supervisor and fleet supervisor based in Addis Ababa, as well as all operations/support staff based in COOPI field bases.

Country Logistics coordination: He/she coordinates the country logistics function, both at Country Coordination level and at field office level. He/she ensures that the logistics works correctly in qualitative and quantitative terms, at all different levels and in compliance with the procedures.

Purchases’ management: He/she ensures the correct application of the procedures – COOPI and the donors’ – related to goods and services’ purchases (including planning and necessary documents and procurement plan); he/she follows the suppliers performance in compliance with COOPI’s standards. He/she ensures that the selection process for goods and services and the contracts assignment (calls for tenders) occur in a transparent and coherent way. He/she collaborates with administrative department and internal and external auditors for the accountability and transparency of COOPI’s procedures.

Cars and vehicles management: In collaboration with the supervised staff, he/she ensures the cars/vehicles’ utilization planning. He/she ensures that cars’ and vehicles’ maintenance and repair are carried out and that all monitoring reports and regular checks are correctly performed. He/she ensures that, relatively to the use of vehicles, the organization’s procedures and the country’s rules are followed.

Goods, assets and stock management: He/she ensures that all goods are included in the inventory, and controlled when entering and exiting the storage space. He/she ensures the stock monitoring and the use of instruments for report writing; He/she monitors the correct goods’ use and conservation. He/she ensures that the correct maintenance of the immovable goods is performed and that the country is provided with rules for correctly making use of these goods. He/she assures through the staff assigned to him/her the proper maintenance, use and service of equipment, including IT.

Safety: He/she is responsible for all goods and organization’s properties safety; he/she cooperates and supports the Head of Mission/Field office Coordinator about the expatriate and local staff safety. He/she is responsible for supervising and assuring through the delegated staff the cleaning and health of COOPI’s facilities.

Staff management: He/she coordinates, supervises and evaluates the logistical staff work. He/she ensures the training and mentorship of the country’s logistical staff. He/she will work closely with the Country Administrator to ensure adequate training, capacity building and support is provided to COOPI staff to enhance their knowledge and understanding of COOPI and Donor’s policies and procedures and ensure proper implementation and on-going use. He/she will work with the SMT to identify improvements where necessary across all departments, including programs, logistics and IT. He/she is responsible of staff performance evaluation.

Logistics reports: He/she ensures that all logistic-related reports are produced according to what is stated by the COOPI’s procedures and the Country Regulation (vehicles and goods’ management, supplies, purchases, storage space, staff reports etc.)

Institutional relations: He/She will support liaising with all relevant government offices to manage all procedures regarding visas, work permits, etc. Upon delegation by the Head of Mission, he/she represents the organization at all logistical clusters and at security coordination meetings.

Job Requirements

Qualification and Experience

.  Minimum 10 years previous experience in logistics and operations management in humanitarian settings, with at least 3 years at senior management level;

  • .  Masters’s degree in a related subject;

  •  Full Proficiency in written and spoken English;

  •   Proficiency of donor rules, desirable the knowledge of ECHO, USAID, EHF, EU, AICS and Rapid Response Mechanisms, and regulations and capacity of implementation of strong compliance and control framework;

  • Proficiency in the use of Office Package;

  • Strong experience liaising with governmental / local authorities and other NGO’s;

  •  Experience in supporting auditing activities;

  • Demonstrated analytical and conceptual skills to plan projects, timetable activities, and oversee staff work;

  •  Proven strong budgetary control and financial management skills;

  •  Proven track record in systems implementation and development;

  •  Commitment towards COOPI’s Code of Conduct and protection policies;

  •   Understanding and respect of humanitarian principles.

Strongly desired:

·         Work experience abroad in humanitarian settings with INGOs will be considered an asset

 Soft skills

  • Strong problem-solving skills;

  •  Diplomacy and tact;

  • Strong supervisory abilities, and demonstrated capacity of human resources management;

  • Very good inter-personal and communication skills.

  • Capacity building/mentoring of teams.
