Job Description

Under the administrative direction of the Country Director, the Innovation and ICT Lead brings or implements commendable innovations, organizes, administers and controls Information and Communications Technology (ICT) services of the organization; manage ICT environment and services and implements ICT systems within the organization; directs the work of Business Solution Advisors, System Architects/Engineers, Service Delivery Specialists and other Computer-Related Workers; ensures the provision of the necessary ICT support to departments/work units; develop well integrated communication and database management system.

The incumbent is also responsible for supporting Global solutions initiatives, including overseeing individual program design, ICT project management, Data Center and Infrastructure Management, etc.

1.     DUTIES/TASKS

    Support to Strategy Implementation

·       Forecasts and researches any needed technology and communication improvements, budgeting for and implementing these changes to meet organization objectives

·       Develop and maintain innovation and ICT Strategy and related policies and standards that are aligned with business strategic planning and objective of the organization

·       Prepares periodic performance report to his / her immediate supervisor

·       Assists staff in understanding and using technology; conducts staff technology presentations and trainings.

·       Responsible for the Daily Guidance, Development and Training of IT Staff.

·       Manage for proper operation of Business solutions across the enterprise, and appropriate usage of business ICT resources

·       Participates on committees, task forces, workgroups, etc. As directed, facilitates technology meetings and user groups

·       Develops and maintains an excellent working relationship with other organizations, ensuring the organization is well received and presented professionally and positively

·       Respects confidentiality in discussing End user matters, concerning either staff, volunteer and organizational matters; also maintains confidentiality of organization, project, fiscal and personnel related information.

ICT System Management

·       Manages and maintains the organizations software assets, and applications systems according to the global standards and applicable use policies

·       Ensures compliance with all software licensing agreements/SLAs. Manages and safeguards software media and associated licenses. Tracks software versions. Maintains centralized software use log.

·       Manages the acquisition, installation and maintenance of the organization’s local area network, hardware/software.

·       Manages the enterprise network operations to include troubleshooting connectivity problems; installing & maintaining routers; Managing and Administering VOIP Telephone systems

·       Manages Users and resource access; adding/terminating users; assigning rights and access; resetting passwords; establishing e-mail addresses; assessing and reporting operational status

·       Manage and monitor data backups and work on risk management etc.

·       Conduct technology orientation and exit briefing for all staff; prepares technology and systems training for new and existing staff.

·       Ensures technology documents/certificates such as product registrations, SSL certificates, maintenance, agreements, service contracts, etc. related to technology operations and/or technology services are evaluated, updated and processed

·       Lead implementation, administration and maintenances organizations software databases

·       As needed provides written technology recommendations and policy guidance to managers, supervisors, staff and end users.

·       Ensures Proper Data Backup including Offsite Backup Solutions are place

·       Ensure a well maintained and secure access to public facing web-based applications including websites and intranets.

·       Develops /ratifies and maintains technology policies, standards and procedures manual; develops and maintains related technology checklists, in accordance with GIS directives

·       Ensures networks, workstations, operating systems and software applications are operational; ensures hardware and software is patched and/or updated; ensures all broadband circuits are operational in accordance with vendor specifications.

·       Manages technology projects implemented by external partners and secures the interest of the organization.

·       Lead the provision of technical solutions for Business applications, ICT infrastructure/Systems, connectivity, and communication platforms to meet business requirements

·       Manage routine preventive maintenance services on hardware and software.

·       Ensures adherence to ICT standards, policies, procedures and architectures

·       Manage ICT related contacts and service level agreements, monitor the appropriate usage and handling of software licenses, applications versions, program source code or executable files, etc

·       Monitor availability, capacity and performance of the ICT infrastructure and business applications

Innovation Support

·       Presents and implements technological alternatives to streamline functions and improve productivity.

·       Analyses technology requirements and develops functional specifications. In addition, assists in the procurement by conducts comparative analysis and competitive bidding when required.

·       Provide technical support and domain knowledge for all new business solutions implementations, and ensures Infrastructure and connectivity is availed for the successful functioning of the solutions.

·       Ensure all support call tasks are addressed at the earliest, and consistently improves the ICT environment on a daily basis

·       Stay Up to date with the current ICT industry knowledge, on matters around the technology implemented, and the industry direction, by evaluating new technologies and attending technical seminars and training sessions.

·       Manages technology inventory to include procurement and disposal

·       Research and Provide necessary recommendation to Executive Management regarding Purchasing, Upgrading and Implementation of Technology

·       Prepares, maintains, and tests a technology disaster recovery plan

·       Ensure Disaster Recovery and Redundancy of servers are proper.

 Training and Development

·       Prepares training proposals relevant to MSIE’s interest, facilitates ICT related training programs.

·       Provides content input to ICT staff recruitment, training, and development.

·       Provides training and supports on technical aspects of corporate applications and information security responsibilities.

·       Provides on the job training to support the use of modern ICT (computer, inter-net, intra-net, etc) in the organization.

·       Technically assists departments/work units to develop, design and deliver their own program/project related training programs essential for the organization.

Identifies user ICT training needs and collaborate with HR on ICT training provision

Job Requirements

1.     PERSON SPECIFICATION

A.    Qualification Requirement

a.     Education

MSc/BSc in Computer Science, or Information Technology or Information Systems

 b.     Experiences

At least 8/10 years of relevant experience

B.    Skills, Attitudes and Attributes

·       Experience in software development\ improvement environment, and database management systems,

·       Networking - LAN/WAN, and administration using cloud managed firewalls e.g., Cisco Meraki

·       Experience rolling out and managing custom software and the underlying technologies.

·       Experience in managing and implementing information systems and supporting technologies

·       Having industry certification in IT Service Management frameworks /ITIL, MCSA/MCSE, etc

·       Good working knowledge in administering and supporting Windows Server, Microsoft Exchange Server/Office 365 Management, SQL server, Internet and security Accelerator Server, Sun financial system and other applications such as Microsoft Dynamics 365.

·      Strong working and administering knowledge of major networking/communication components, network operating systems and computer hardware components, etc.

·       Hands on knowledge of the procedures used in the installation, modification, maintenance and repair of ICT hardware and software

·       Strong oral and written communication

·       Strong interpersonal skills

·       Good problem solving/Analytical skills

·       Experience and knowledge of IT project management
