IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia, and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights of individuals and their communities.
IOM’s protection interventions follow a six-pillar intervention that includes the provision of direct assistance to migrants including displaced persons and affected communities. Direct Assistance’s goal is to respond to individual needs in a tailored manner through case management or community–based approaches.
Working at the community level in areas prone to climate change and trafficking in human beings, IOM aims to reduce risks of trafficking by supporting communities to be more climate-resilient and trafficking risks-aware through climate-smart and community-based livelihood projects and behavioral change interventions. IOM aims to enhance the evidence based on the ways in which climate change can impact migration and vulnerability to trafficking and generate learning about potential responses.
Under the overall supervision of the Senior Programme Coordinator – Protection and the direct supervision of the Programme Officer – Return and Reintegration, the Senior Project Associate – Livelihoods, will be responsible for assisting in the planning, implementation, and monitoring of livelihood activities in close coordination with different stakeholders and affected communities.
Responsibilities and Accountabilities:
Assist in the planning, coordination, implementation and monitoring of project activities pertaining to the project climate resilience against trafficking and exploitation (CREATE) and other livelihood-related projects.
Monitor budget implementation and propose adjustments as necessary, compile, summarize, analyze, and present information/data on specific CREATE, and community-based and climate resilient livelihood initiatives to reduce vulnerability to trafficking in persons in migration prone and climate affected communities through inclusive, participatory and transparent implementation.
Act as a focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
Draft status reports: identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
Organize meetings, workshops, and training sessions; prepare training materials and participate in the delivering of development workshops.
Respond to complex information requests and inquiries; set up and maintain files/records.
Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Monitor work of implementing partners and report any non-compliance to the supervisor.
Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
Perform other related duties as assigned.
Education
Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience
Experience
A desirable of six or a minimum of four years of experience for BA degree holders
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations in the field of development and humanitarian actions – preferably with a focus on Agriculture, cooperatives, disaster risk management interface with a focus on livelihood
Experience in working with migrants, refugees, and internally displaced persons, particularly in areas of individual and community-based reintegration, community-based livelihoods, and counter-trafficking is required.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multicultural setting is an advantage.
Skills
In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
knowledge of migration trends, profile and governance framework of Ethiopia is required
Experience related to climate resilient livelihood and income-generating activities is required.
Experience on community assessment, market assessment and community appraisal
Very good communication and interpersonal skills
Report writing skills
Proven supervisory/managerial skills
Basic project management experience
Very good representational skills
Computer literate
Knowledge of UN and bilateral donor programming.
Languages
Fluency in English and Amharic is required (oral and written).
Working knowledge of other local languages is desirable.
