II. Organizational ContextEthiopia is challenged by multi-faceted crises – slow-onset droughts; disease outbreaks; flooding; and inter-communal and internal conflicts. As a result, a significant portion of Ethiopia’s population urgently needs humanitarian support.
OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates for the rights of people in need, supports emergency preparedness and response and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Group (ICCG), national authorities, and other humanitarian partners including NGOs.
The National Humanitarian Affairs Officer will be based in the OCHA Office in Addis Ababa and be part of the Planning and Coordination Unit. He/she reports to the Head of Planning and Coordination Unit and works in close conjunction and liaison with all units within the OCHA-Ethiopia office, as well as with cluster coordinators and NGOs.III. Functions / Key Results Expected
Summary of key functions:
Under the supervision of the Head of Planning and Coordination Unit, the National Humanitarian Affairs Officer will perform the following tasks:
Assist in the coordination of humanitarian assistance in the context of Ethiopia by supporting the Inter-Cluster Coordinator in strengthening coordination mechanisms and by attending cluster and working group meetings as needed;
• Provide support to Inter-Cluster Coordinator for preparing agenda/briefing pack for regular ICCG meetings, prepare first draft minutes for ICCG meetings, and follow-up on action points as required;
• Provide support to Ethiopia Humanitarian Country Team EHCT by supporting the preparation of agenda/briefing pack for EHCT meetings, prepare first draft minutes of meetings and follow-up on action points as required;
• Facilitate and ensure appropriate coordination and information exchange regarding cluster activities and other partners working on humanitarian operations in Ethiopia.
• Provide support and contribute on the development of the Humanitarian Needs Overview and the Humanitarian Response Plan;
• Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programs and help to ensure that latest findings, lessons learnt, policy guidelines etc. are incorporated into these activities, including gender-related considerations;
• Undertake and provide support to technical assistance and other field missions, e.g., participate in inter-agency multi sector field trips to undertake in-depth reviews of specific coverage areas coordination mechanism;
• Provide support in the collection of information on humanitarian developments and relief programmes;
• Maintain the OCHA contact directory for inter-cluster and relevant government counterparts;
• Perform other duties as requested by the Head of Unit
IV. Impact of Results
The OCHA Country Office has determined, based on the humanitarian need in the designated region that the function of the HAO is crucial and significantly contributes to improved co-ordination in identifying humanitarian gaps and responding to the needs of affected populations.V. Competencies

Education: • Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics or related area and Bachelor’s degree.
• Minimum 2 years in Advanced Degree and 4 years in Bachelor’s degree of progressively responsible and relevant professional experience in humanitarian affairs, emergency preparedness, rehabilitation, and development, with significant field experience in complex emergencies, including humanitarian emergency efforts.
• UN or NGO experience required
• Proven ability to work in an inter-agency environment and experience in working with government officials and technical staff in a cooperative manner is essential
• Field experience in the Horn of Africa and Ethiopia would be an advantage
• Availability for travel in-country
• Cultural sensitivity and diplomatic skills essential
• Ability to build and lead a field team under difficult and insecure conditions is important.Language Requirements: • Fluency in English and languages of the region (oral and written), is required. Being able to interpret/translate relevant communications, offices reports, and/or documents from local languages into English is an essential asset
