The organization is looking for an experienced candidate for its Country Office, where it is providing programmatic leadership and support on HIV/AIDS prevention, treatment, and care, for the following position.
Position Summary:
The Regional Program Coordinator will be responsible to coordinate the engagement of AHF-Ethiopia with the regional health bureaus where it has signed MOU. This includes Addis Ababa City Administration Health Bureau, Oromia Regional Health Bureau, Amhara Regional State Health Bureau, Sidama Regional Health Bureau, and Federal Hospitals (St Paul’s Hospital Millenium Medical College and ALERT Center).
The Coordinator will conduct site visit for Mentorship and Supervision to the supported facilities and regional health bureau offices for various partnership activities. S/he will also be responsible to lead the partnership with the Ethiopian Ministry of Health regarding the HIV prevention, Treatment, Care and Support program. S/he will work with different partner organizations operating at various level of engagement. Moreover, the Coordinator will be supporting the HIV prevention and Treatment program at Federal Hospitals particularly St Paul Hospital and Millenium Medical College (SPHMMC) and ALERT Center.
Essential Duties and Responsibilities:
Take the lead in the implementation of the AHF-Ethiopia support to all regional health bureau and Federal Hospital where AHF-ET has signed an MOU. At the beginning of every year, S/He will prepare a new or renewal MOU after review of the previous year implementation. S/he will review the articles of the MOUs and observe articles are always implemented by signing parties. At the end of the implementation period, prepare a summary report focusing on the submitted key performance indicators and overall AHF support
Develop strategies to strengthen the partnership with Federal Ministry of Health and related units under MOH, to streamline the work of AHF -ET with Ministry’s plan and guidelines
Work with MOH and regional health bureau HIV/AIDS unit leaders in the planning and implementation of supportive supervision and site visit, facility level or zonal level assessment. In addition, work with other partners supporting the facilities that AHF operate in such a way that will boldly show the AHF role and return of investment
Work with AHF-ET country management to represent the organization at the national and regional platforms such as National and Regional Technical Working Group, Task Forces, and Guideline
Conduct frequent travel to regional health bureau and health facilities periodically and report back outcome of visit and action plan for the next level of interventions
Work with the AHF-ET Prevention Department, Clinical Mentors Regionals and AHF Country Office Coordinators (Pharmacy Coordinator, Laboratory Coordinator, Monitoring and Evaluation Officer, Adolescent Psychosocial Support Officer) to ensure that facilities under AHF-ET support are implementing quality care up to the national guideline and AHF approved standards
Provide mentorship and supervision on HIV/AIDS, TB/HIV collaborative activities, STI syndromic management, HIV exposed infant care, PMTCT, HCT (PITC/VCT), FP, ICT, nutritional activities, and chronic care integration to the supported facilities’ staff
Ensure the supported facilities HIV Prevention and Management service delivery unites are client- centers and meet the quality standard set by the regional health bureau
Develop a standard mentorship and coordination tools (e.g., Standard operating procedures for mentorship and supervision, schedule for mentorship and supervision, preceptor checklist, checklist for rapid assessment, periodic reporting…) that will guide the support to be provided
To keep up with current HIV treatment procedures and management, engage in the direct clinical service provision, to the clients of AHF-Ethiopia supported facilities on regular basis. E.g., Chart review, coaching with the care providers, etc.
Review the overall service provided in the supported facilities and develop mechanism for intra-facility referral that will help better patient outcome
Work with AHF-ET’s Regional Clinical Mentors and Site level Mentors, E.g., Site Nurse Mentors, to establish and maintain the External Credit Service Agreement with nearby service providers and the supported facilities and monitor implementation. As required, review the payment request submitted by the vendors and forward confirmation for payment
Work with Regional Clinical Mentors and Site level Mentors in a mechanism to archive all support provide by AHF at the supported facilities will be reviewed, accessible and reviewed by AHF supervisors and facility management
Establish electronic/virtual communication with Regional Health Bureau and the supported facilities for fast and accurate support/report without physical visit
Work with the Adolescent Psychosocial Support Officer to strengthen AHF-ET HIV positive adolescent program at national, regional and facility level
Provide clinical mentorship and couching to supported facilities staff periodically and submit respective report to AHF Management
Follow the management of complicated case managed at the unit or by referral to other units, in the same hospital or other specialty center, and work with Clinical Mentor Regional to ensure suitable and sustainable supplies useful for quality HIV treatment
In collaboration with Regional Clinical Mentors, develop draft job description of staff assigned at supported facilities and facilitate deployment of AHF site staff to the assigned health facilities
Work with the Clinical Mentor Regional to develop a performance evaluation indicator for each deployed staff at the assigned supported facilities
Work with the Medical Director to complete performance appraisal of staff assigned at the supported facilities: S/he will have job description of all staff under supervision every time such staff is employed
As part of Clinical skill improvement, attend AHF sponsored online CME course and encourage supported facilities staff enrollment and monitor their progress. Take part in the clinical case discussion and when assigned prepare a clinical case presentation to be presented in the AHF CME platform.
Work with regional health bureau, facility management and unit staff, and Clinical Mentor Regional to have the AHF staff deployed at different units
Evaluate activities that are given by the facility unit head to be executed by AHF deployed staff and decide and coordinate for executions
Ensure supported facilities are networked with community support organization and patient have access to community and social services
Facilitate the conduction of regular Multidisciplinary AIDS Team (MDAT) meeting, Performance Improvement Meeting, Quality Improvement Projects (QIP/PIP), Focused Group Discussion (FGD), Case Based Discussion(CBD), and Short Business Meetings that will improve overall quality of care being provided at the supported facilities
Participate in Regional/National case review meetings and related workshop and share best experience/lesson to be learned with supported facility AHF-ET Country team and Clinical Mentor Regional Team.
Facilitate the continuous quality assurance and improvement program implementation by qualitative/quantitative assessment on regular basis (as indicated in the AHF schedule): Strive for high quality and client centered service (simplified workflow and shorter waiting time)
Consolidate quarterly activity reports from different HIV unit of the supported facility and submit and sent to the Country Office
Participate in the operational research protocols to answer important questions within AHF’s treatment and prevention programs
Participate in the development of annual/quarter/monthly plan & monitor their implementation: Follow the continuous use of clinical data for program improvement
Dedicate one fifth of time to work with AHF-ET Medical Director in all matters related to clinical and coordination at all other supported facilities
Execute other activities related to the position as given by the Medical Director or Country Program Director
Education, Qualification, and Experience:
University graduate in Medical Doctorate from a recognized university; Having further education in Public Health would be desirable
At least five years experience with part of this being direct exposure in patient management of ART, clinical mentorship, PMTCT, TB/HIV, etc.
Experience working with Federal Ministry of Health and/or regional health bureau technical working group, task force, and guideline development (E.g., Name mentioned in the National HIV/AIDS related guideline/ manual/SOP/updates, etc.)
Experience in clinical program management and coordination is essential; Further education in HIV related courses would be an advantage.
Willing and without much obstacle to undertake frequent travel to facilities under Oromia Regional Health Bureau, Amhara Regional Health Bureau, Sidama Regional Health Bureau, and other health bureaus where AHF-ET will start operation
Training on ART management and clinical mentorship would be a necessity; additional training on PMTCT, HCT and TB/HIV, MDR TB, Nutritional management for PLWH is an advantage
Experience with operational research and evidence-based healthcare is an added advantage
Proficient in basic computer programs including MS Word, Excel, PowerPoint, internet skills, and knowledge on data base
Excellent written, verbal and inter-personal communication skills with good command of English & Amharic languages
Effective time management and meeting deadlines maintaining quality
Must be highly organized and demonstrate multi-tasking ability
Flexible, proactive and able to organize work independently with minimum supervision
Excellent interpersonal interaction skills and keen to work with good team spirit
