Organization Background

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

 Activity Overview

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help Ethiopia's government build responsive, resilient, and sustainable public and private healthcare systems. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)

 Role Summary        

The main responsibility of the learning, monitoring, and evaluation officer will be to make sure that the routine learning, monitoring, and evaluation activities for QHA are carried out. This will involve tasks such as supporting the development of the digital LME system, monitoring the progress of performance indicators, ensuring that data is entered on time, extracting data from DHIS2, and assisting the area implementation team in LME activities. The LME officer will also work closely with the area implementation teams to provide continuous coaching and mentoring to enhance their understanding and ability in LME.

 Key Responsibilities

  •  Support the design and roll out of the Activity’s digital LME system.

  •  Provide technical support for area implementation teams on routine LME activities, including ensuring appropriate use of data collection tools, data entry, data verification, report compilation and data use for decision making.

  • Work closely with area implementation teams to identify challenges, troubleshoot and resolve issues related to the Activity’s digital LME system.

  • Actively participate in the QHA baseline and other assessments.

  • Work closely with area implementation teams to identify and address data quality issues

  • Make a thorough data analysis, identify trends, patterns, and share insights for decision makers.

  • Regularly review data and track the progress of each indicator performance against target set for the implementation period and LOP target.

  • Provide continuous coaching and mentoring to area implementation team on LME including how to ensure data quality and data use for decision making.

  • Provide technical support to area implementation teams on identifying and documenting success stories, best practices, and lessons, including providing technical support for them on organizing periodic learning events that facilitate decision making to adapt activities and approaches for better outcomes.

  • Support area implementation teams on the preparation of different reports, including periodic performance reports, review meeting and training reports.

  •   Work closely with the LME Manager to conduct RDQA across all area offices and identify Perform other duties as assigned.

Job Requirements

  •   Advanced degree in public health, statistics, epidemiology, or a related field is required.

  • More than five years of experience working on LME, with a minimum of two years working in health system strengthening is required. USAID experience is highly desirable.

  • Experience with District Health Information System software (DHIS2) to collect and utilize health data.

  • Quantitative and analytical skills, including experience with mining, analysis, interpretation, and presentation of data. Experience in using statistical software such as SPSS, STATA, and R is highly desirable.

  • Data visualization skills using tools such as Tableau, Power BI, Advanced Excel is highly desirable.

  • Excellent oral and written communication, presentation, and organizational skills

  • Ability to coordinate various tasks, work independently and manage work plan.

  • Ability to work as part of a diverse and dynamic team.

  • Ability to work comfortably in the MS Office package, Google suite, and other software and technology tools

  • Knowledge and experience working with monitoring, learning and evaluation highly desirable.

  • Experience in working with mobile health (mHealth) tools such as ODK, Survey CTO is an added advantage.

  • Speaking of additional Local language is a plus
