The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Wathab Engineer 2, based in Nekemte.

Terms of Employment: 12 months fixed term contract

PURPOSE

WatHab Engineer 2 plans, designs, and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with the supervision and coaching of WatHab Engineer 3. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for the implementation of all or part of the WatHab projects under his / her responsibility, acts as a key interface with external stakeholders and reports to his / her line manager on stakeholder relations and the general situation.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Standard function description:

  • Draws up documents (drawings, bills of quantities, contracts, ToRs, RfQs / RfPs etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary

  • Supervises contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC.

  • Prepares implementation/progress reports at intervals set by the WatHab Engineer 3 and/or consolidates reports.

  • Creates project files in electronic databases (such as the PAM platform) and keeps them up to date and accurate.

  • Ensures the documents of wathab projects under his / her responsibility (technical, contracts, payments, handovers, and reports etc) are prepared, filed and shared on Team Space in a structured way and as per ICRC WatHab procedures.

  • Manages tendering and project purchasing on labour and materials according to the delegation's logistical and financial rules.

  • Networks with stakeholders, monitors security issues related to project sites and advises WatHab Engineer 3 where necessary; provides regular information to supervisors on security, stakeholder issues and site progress.

  • Carries out and analyses needs assessments and surveys and shares analysis with WatHab Engineer 3.

  • Administers hand-over of infrastructure installed by the ICRC to end-users.

  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.

  • Maintains clear communication between internal support departments (logistics, finance etc.) and closely follows-up with them to ensure quality and timely implementation of projects.

Project Management

  • Contribution to all necessary project establishment management processes, including tendering, contracting, planning, payments, reporting, and closure of the projects under his / her responsibility with the supervision of line manager and implement independently when requested.

  • Engagement with the local and international technical consultants

Technical Capacity

  • Assessment and analysis of a range of technical infrastructures and operations including:

  • Groundwater extraction

  • Pumping & transmission systems

  • Distribution networks

  • Public and private power supplies

  • Water treatment

  • Assessment and analysis of systems efficiency and sustainability and provide recommendation and advice on improvements or optimizations.

  • Design of projects or project components within each of the above technical fields to fulfil the Urban Program Strategy.

Institutional Capacity

  • Facilitation of practical and reasonable improvements and reforms to institutional processes and procedures.

  • Identification of simple and achievable behavioral, incentive or procedural changes within existing archaic institutional practices.

  • Facilitation and advisement local water authorities’ institutional capacity building

Reporting and Documentation

  • Prepare robust and defendable technical justification of designs and implementations.

  • Prepare clear and understandable project reports and documentation for future use beyond ICRC involvement.

External Relations 

  • Establish and maintain a functional working relationship with the heads of the relevant Regional and zonal water resources and energy development bureaus as well as the utilities in charge of the facilities locally, ensuring frequent communication, awareness, and engagement on the various projects.  Coordinate directly on capacity building initiatives and institutional reforms.

  • Initiates and maintains contact with various interlocutors and assures follow-up independently.

  • Prepares written Minutes of Meetings.

OFFICE ACTIVITIES

Reporting

  • Contributes to the quarterly reports and other quick reports of wathab projects

  • Writes field trip reports based on given guidelines

  • Writes minutes of workshops and meetings

  • Provides contributions to specific reports

Administration – Finance/logistic

  • Ensures necessary administrative work is implemented on time

  • Knows, applies and complies with all the administrative procedures linked to his work (financial, time reporting, budget follow up, …etc)

  • Keeps files up-to-date at all times

  • Respects administrative procedures of the ICRC in Ethiopia.

  • Manages working advance while going to field missions.

  • Follows WatHab-Administration-logistics internal coordination process

Office - Team supervision (when applicable)

  • Develops and maintains a pleasant working atmosphere with colleagues and superiors.

  • Participates in internal meeting.

Interpretation – Translation

  • Interprets accurately from English to National language and vice versa during field visits and otherwise, as required.

  • Translates documents from English to National language and vice versa as required

  • Adapts his/her behavior to various interlocutors

Treatment of information

  • Registers and treats information (general and specific) accurately and with confidentially

  • Maintains regular contacts with NRCS chapters and with other interlocutors (NGO's, associations, etc.) and exchange information as required.

SUPPORT TO THE DELEGATION (when applicable)

  • Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues.

  • Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities.

  • Advises on culture, politics, general situation and share relevant information related to the context

SUPPORT TO DELEGATE IN CHARGE (when applicable)

  • Advises on culture, politics, general situation and share relevant information related to the context.

  • Acts as reference point during delegate's/supervisor's absences.

Job Requirements

  • University degree in civil / mechanical / hydraulics engineering or similar

  • Minimum of 4 years experience in similar field

  • Good managerial, analytical and organizational skills

  • Proficient in use of standard programmes (Word, Excel, AutoCad)

  • Strong communication and negotiation skills

  • Very good command of spoken & written English, Afan Oromo and Amharic

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

  • Proficient in use of drawing softwares needed while working in construction and hydraulic engineering
