Job Description

Position:                         Regional Manager - Tigray

Duty Station:                Shire

Duration of Contract: One-year contract, Renewable (with 60 working days probation period)

POSITION SUMMARY: 

The Regional Manager oversees all elements of the emergency response program with in Shire and Mekelle and the surrounding areas, and leads response efforts. 

Principal Responsibilities

Key Result Area #1: Program Leadership

● Coordinate with Country Office (CO) in the implementation of existing relief and humanitarian projects.● Oversee the Shire project managers including recruitment, day-to-day management during the emergency, and training on safety and security issues.● Ensure program support operations are established to perform according to FH policy and procedures, and comply with internal controls and grant donor requirements.● Advise and coach relevant staff on response management and program implementation, ensuring feedback mechanisms and protection issues are incorporated into the response.● Monitors and evaluates project activities in collaboration with stakeholders, FH/E head office monitoring team and other concerned bodies;● Coordinate the preparation of project plans and ensures their timely submission to the concerned body;● Ensures that project activities are implemented in accordance with the project proposal signed between FH/E and the Government● Coordinate the preparation of project plans with project managers and ensures their timely execution● Ensure that project implementation status is regularly gauged against the indicators in the project proposal to identify gaps.● Propose project ideas to design new projects and secure funds from different sources;● Compliance: Ensure that the FH response meets the administrative requirements of FH, donors, local legislation, suppliers, contractors and any other stakeholders, so that the logistical aspects of the program function efficiently, effectively and with integrity

.Key Result Area #2: Staff Management

● Gives overall guidance, manages and coaches staff under his/her supervision.● Ensures that performance evaluation forms for all employees are completed and submitted to FH/E Head Office timely.● Ensures that Heartbeat values, vision and purpose are embedded among project staff to maximize the achievements of the project

.Key Result Area #3: Management of Resources

●  Reviews procurement plans and gets approval for timely purchase of materials.● Ensures month cash flow requests are prepared and submitted● Reviews the project managers detailed project budget in collaboration with concerned FHE head office staff;● Advise project managers on reviewing and managing program budgets;● Ensures that financial resources, human resources, materials and commodities are adequately available and handled economically and efficiently;

Key Result Area #4: Representation and Reporting

● Represent FH actively in meetings with clusters, local governments, and other relevant stakeholders involved in coordinating and providing international assistance, as applicable;● On behalf of FH, develop positive relationships with suppliers, local authorities, donors, other NGOs and any other stakeholders, ensuring cooperation and partnerships;● Ensure appropriate collaboration and reporting to applicable stakeholders, providing relevant documents and narrative explanation as required;● Ensure consistent communication with applicable stakeholders and teams, and support FH marketing and communication efforts.● Ensure the preparation and submission of various periodic reports to concerned staffs at FH/E Head Office;

Education and Experience

  • Master's or Bachelor’s Degree in the DRM, Natural Resources Management, Forestry, Agriculture, Soil & Water Conservation, Rural Development or other fields relevant to disaster risk management.

  • At least ten years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.

    Proven experience with USG/USAID/WFP/ DFID/UN/Corporations and general donor relationships.

  • Experience in General Food Distribution (GFD) Program and other Emergency Response projects

  • Experience on WFP funded projects

Supervisory Responsibility

  • The position supervises Food Aid/GFD Coordinator, Operations Manager, UNFPA Project Manager, Early Warning Coordinator, MEL Coordinator and Area Program Managers.

Language

⮚ Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of the local language of the intervention area is preferred.

Safety & Security Responsibility

⮚       Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚       Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚       Explains to staffs the reasoning behind the organization’s safety and security policies and procedures

⮚       Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚       Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Gender Responsibility

⮚       Provide adequate time to staff to participate in gender sensitivity workshops and related events.

⮚       Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚       Build a better gender balance in staffing through affirmative action.

⮚       Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚       Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues.
