Programme Officer (Protection Emergency) at IOM
IOM’s Protection Division (PXD), aims to contribute to promoting and upholding the rights of migrants including displaced persons and their communities, reducing protection risks and supporting Governments to manage migration by implementing preventive, responsive, remedial and standard-setting actions. These actions are implemented through the 6 Protection operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning, while adhering to the division’s core commitments of protection mainstreaming, accountability and inclusion, sustainability and systemic change and partnership and coordination. The Protection Division (PXD) oversees the development of policy and technical guidance in these areas, provides programmatic support to IOM missions, and implements protection and assistance programmes of global relevance.
Under the overall supervision of the Head of Programmes and direct supervision of the Senior Programme Officer (Protection) and in close coordination with relevant parties, especially the Regional Thematic Specialist in the Regional Office Nairobi and Protection team in the country, the Programme Officer (Protection Emergency) will be responsible for managing, coordinating, and overseeing the activities of Protection in Emergencies.
Core Functions / Responsibilities:
1. Develop and manage programmes, backstopping the budgetary, operational and administrative aspects, ensure timely reporting, and directly supervise and ensure the coordination of the projects assigned, in compliance with donor and IOM institutional requirements.
2. Ensure and supervise the implementation of protection assistance and interventions, including, case management, development of protection tools and guidance, ensuring safe programming in line with Inter-Agency Standing Committee (IASC) Guidelines on Protection and IOM’s Gender-Based Violence in Crisis( GBViC) and relevant Frameworks.
3. Develop and deliver capacity-building initiatives on protection in emergencies, including but not limited to protection mainstreaming, Gender Based Violence (GBV) risk mitigation, disability inclusion, child protection and others for IOM response teams.
4. Oversee the work of staff assigned to the CO’s protection programmes related to emergencies, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.
5. Establish and maintain close collaboration with relevant stakeholders such as government entities and national authorities, donors, development partners, United Nations agencies, as well as civil society and grassroots organisations, and strengthen partnerships when possible.
6. Prepare progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.
7. Provide technical and programmatic advice on the expansion of the Protection portfolio, developing new projects and analyzing protection-related trends and issues in view of strategic, programmatic and program-specific funding opportunities.
8. Provide advice, analysis and substantive input to the Head of Programmes and Senior Programme Officer (Protection) and relevant stakeholders on all issues pertaining to protection in emergencies in Ethiopia.
9. Identify and assess donors’ priorities and strategies, develop follow-up initiatives and/or initiate new programme development processes in Ethiopia and prepare project proposals in relation to expressed governmental needs, and donors’ priorities and in line with IOM’s mandate and strategy.
10. Develop relevant monitoring and evaluation plans and tools to track protection mainstreaming initiatives and measure progress and effectiveness, and recommend and/or take suitable course corrections for further development and improvements.
11. Ensure adequate information management on programme-related activities including awareness raising and visibility; prepare regular updates, summaries, press releases and other relevant materials, in coordination with donors and IOM’s Media and Communication Unit.
12. Undertake duty travel, as required related to project implementation, coordination, problem resolution, project development, staff training and liaison with partners.

Education
Master’s degree in Political or Social Science, International Law, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Demonstrated experience in the field of Protection in Emergencies with IDP Internally Displaced Persons (IDP) and/or refugee protection assistance through Case Management and/or Individual Protection Assistance in General protection, Gender-Based Violence, Child Protection and/or Human Trafficking;
Experience in Protection Mainstreaming through Protection and other sector activities;
Experience in designing protection in emergency programmes and development of protection strategy;
Experience in Protection Information Management (PIM), including in developing protection analysis;
Experience in capacity building and coaching of protection teams;
Demonstrated experience in communicating with diverse counterparts including government authorities, UN and non-UN humanitarian actors, as well as donors;
Excellent understanding of crisis context and complex social and political environments;
Demonstrated experience in emergency operations, knowledge of the humanitarian architecture and cluster/sector system, especially in relation to protection in emergency; and,
Knowledge of the emergency context in Ethiopia (conflict and non-conflict) and its impact on the affected population is an asset.
Skills
Excellent knowledge of humanitarian standards, especially Global protection standards, including General protection, Gender-based Violence, Child Protection, Knowledge of Housing Land and property appreciated; excellent knowledge of Protection Mainstreaming;
Excellent knowledge of Protection Information Management (PIM);
Excellent knowledge of the Programme cycle, programme management and donors’ requirements;
Excellent communication and writing skills;
Knowledge of Humanitarian Law, International Refugee Law and International Migration Law; and,
Excellent computer skills, including proficiency in MS Office packages (Excel, PowerPoint, Outlook).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of other
IOM official languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
