Procurement Officer (Buying) at Save the Children Ethiopia 

Child Safeguarding Level - III the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The Procurement Officer is accountable for the timely and efficient procurement of goods and supplies in accordance with timescales set and agreed with programme staff and SCI systems, polices, and procedures. 

SCOPE OF ROLE:

Reports to: - Supply Chain Coordinator

Staff directly reporting to this post:- None 

Key Accountabilities

  • Carry out all procurement and supply requirements in line with the SCI policy and procedures as well as donor procurement guidelines and government policies,

  • Ensuring and facilitate procurements are carried out in a timely and transparent manner in accordance with SCI procurement policies and procedures are followed at an optimal quality/price, and that all procurement procedures are properly implemented. And ensure that SC receives quality goods and services at the most competitive prices and/or rates assigned for the procurement

  • Advises staff members on specifications, prices, availability and other procurement matters while in PR preparation

  • Ensuring that purchase payments are effected timely; and goods are delivered in accordance with timescales set and agreed with programme managers;

  • Ensure that after the suppliers give sale services, warranty period is maintained to the advantage of SCI.

  • Maintain a comprehensive central electronic register of all supply orders, area by area level, and submit regular monthly report on the progress of these orders

  • Share price index and product catalo to all field office staffs’ quarterly

  • Ensure that all supplies requests from the office are planned, co-ordinated and facilitated, in a professional manner and following the Supply Chain and financial guidelines of SCI Ethiopia and ensure that it is done in compliance with procedures to meet donor requirements

  • Ensure that all completed transactions are filed asper the standard checklist

  • Compile relevant government policies, proclamations and regulations regarding supplies, procurement, importation, Tax related issues and others to enable SC to access the most cost-effective means and to be inline with government policies and regulations

  • Conduct regular procurement needs of SCI and market analysis of these required items and provide quarterly compiled reports to the Head of Field Office.

  • Ensure the effective and efficient use of all SCI resources in order to keep costs low and ensure the security of staff.

  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.

  • Other duties as directed by the line manager & the organisation.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

Degree /bachelor

  • University degree in  logistics and supply chain management or other relevant field of study

  • At least 3 years of experience working in supplies and service procurement, logistics co-ordination and Administrative support functions.

  • NGO’s experience is required

  • Good interpersonal skills,

  • Good written and spoken English

  • Knowledge of computer word processing, access and excel

  • Commitment to and understanding of Save the Children’s aims, values and principles.

  • Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement

  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

  • Commitment to Save the Children values.

  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.

  • A high level of computer literacy (word, excel, ppt etc)
