Children’s Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on education, health & nutrition, sustainable livelihood development, WASH, child protection, disaster risk reduction and gender equality in Oromia, Amhara, Southern Ethiopia, Tigray and Addis Ababa City Administration in Ethiopia
CBF has the following vacancy for its program in Ethiopia.
The Program Manager is responsible for spearheading and coordinating the planning, implementation, monitoring and evaluation of core programs (sponsorship funded programs) and small grants including education, health, nutrition, WASH, child protection, Disaster Risk Reduction (DRR) and emergency response interventions. He/she closely supervises sponsorship activities, child protection and DRR intervention of the organization and provides guidance to Program Officers and program partner staff to ensure effective and timely implementation of programs and small grants and compliance with donor and government’s requirements. The Program Manager also directs and facilitates training of trainers to program staff in the Country Office and at the program level. She/he acts as the primary communication link between the Country Office and Canada Office and concerned Government Offices for coordination and submission of program operational and strategic plans as well as progress and annual reports. She/he collaborates closely with Business Development Manager/Director of Programs in identification of funding opportunities, acquiring and managing grants and related projects from both local and international development funding agencies.
Key responsibilities include but not limited to:
Ensure the development of programs and sponsorship strategies, detailed multi-years and annual operational plans.
Ensure submission of annual operation plans to Canada Office and concerned government offices.
Build staff capacity for success in the Program through training, coaching, mentoring, recognizing and disciplining staff as necessary in compliance with CBF policy and procedure as well as with relevant employment legislation and employment best practices.
Direct and supervise sponsorship activities to ensure timely and quality of correspondences and sponsors retention.
Supervise and ensure timely and effective implementation of child protection, disaster risk reduction and innovative program and project approaches.
Visit/monitor and supervise programs and projects regularly to ensure proper planning, implementation, and to monitor programs, sponsorship and financial activities.
In collaboration with MELKS Coordinator, participate in coordinating baseline surveys, program evaluation, and capturing, documenting and sharing best practices, lessons learnt and success of the program.
Participate in closely follow up on performance-based financial performance of programs.
Ensure compliance with CBF , Government and donor policies, procedures and guidelines to support the quality assurance and quality control initiatives and undertake constructive intervention when necessary.
Provide oversight to ensure proper design and successful implementation of new and innovative small grants and programs and streamline processes for success through program officer and partners program coordinators with support from country office Business Development (NBD) Manager.
Project oversight to ensure CBF-supported program complies with donor and government’s requirements
Identify new funding opportunities through best practices and recommend innovative ideas to NBD Manager for sourcing new donors
Participate in writing of concept notes and proposals
Direct and provide guidance to partners and program staff in participatory planning, implementation, monitoring and evaluation processes for program/project related activities to ensure performance and reporting requirements are met.
Advocate for and mobilize local efforts to build CBF’s public relations to leverage resources and build partnerships
Ensure preparation and submission of progress, interim, annual and final reports of programs and small grant to concerned bodies a timely manner
Communicate, network and build effective working relationships with partner staff, development partners (sponsors and donors), government officers and representatives of other non-governmental organizations in order to help further the goals of the programs/projects.
Lead emergency response and ad-hoc projects in our communities of operation.
Comply with all CBF policies and procedures.
Perform other related duties as assigned by immediate supervisor.

Minimum Requirements /Qualifications, Attributes and Traits:
BA or MA Degree in a relevant development field; post-graduate degree an asset
Minimum of eight years work experience in the development field with at least three years in a leadership role or managerial position.
Minimum three years’ experience building relationships with development agencies (donors) and writing successful concept papers, grant proposals and donor reports
At least seven years of experience in program/project planning, management, monitoring and evaluation experience, including budgeting and reporting with at least three years of experience in sponsorship activities and child protection and DRR interventions.
Professional expertise in one or more of Children Believe’s key program areas/sectors: education, health, nutrition, sustainable livelihood/economic development, child rights and gender equality and/or water and sanitation; advocacy an asset
Experience in working with partners (local NGOs) is an asset
Experience in practicing Results Based Management (RBM) and in using Participatory Development Approach (PDA) tools.
Excellent skills in group facilitation, training, capacity-building and community mobilization, interpersonal communications, relationship-building, conflict management and networking skills, especially when developing / maintaining contacts and influencing development and funding agencies.
Excellent communication skills, both verbal and written, including public speaking, networking and presentation skills; ability to speak and write in English and relevant local language(s)
Strong computer skills including MS Word, Excel, PowerPoint and internet; intermediate MS Project
Ability to travel nationally and internationally
Results-oriented, proactive, deadline-driven, self-starter
Well-organized and detail-oriented and good organizational skills;
Cross-cultural sensitivity and experience
Works effectively independently and in a team setting.
