 TEAM PURPOSE:

The Programme Team will ensure that the programmes are implemented as per the approved current Oxfam Country Strategy, in line with Oxfam’s Global Strategic Framework, and in accordance with Oxfam’s values, mission, and vision. As part of the Programmes Team, team members in the Livelihood/Sustainable Food and Climate Change portfolio will ensure that the Goal 1 of the OCS is achieved with the highest possible quality standards; in collaboration with teams across the country program including support functions; and within budget and timeline that is stipulated. This team will work very close with the Humanitarian and Resilience team; ensuring sustainable linkages are made between program interventions – especially addressing root causes that contribute towards shocks for communities that trigger humanitarian action.

JOB PURPOSE:

The Livelihood, Food Systems and Climate Change Coordinator play a major role in the management and coordination role of relevant stakeholders to ensure the smooth running of Livelihood Food Systems and Climate Change projects/programmes. The job holder is responsible for ensuring the schedule, budget and details of a given tasks are well organized. In addition, s/he organize reporting, plan meetings, and provide updates to the Urban Development and Youth Empowerment Programme Manager. This task also involves facilitating monitoring project plans, schedules, work hours, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that project deadlines are met in a timely manner. Based on this, s/he communicates with various departments to keep everyone on board. By closely working with the program Manager, the job holder provides overall programme guidance and support to projects’ implementing partners/consortium members in the project areas where the programme is operating. The post holder closely works with Gender Justice, and Humanitarian Response and Resilience teams in supporting the implementation of development projects. S/he liaise with other relevant Governmental and Non-governmental actors such as partner organizations/consortium members, regional bureaus and agencies (bureau of agriculture, cooperative agency …), and national government departments, research institutions & universities, National Meteorological Agency, DRMC, and micro-finance institutions in relation to successful implementation of the projects

KEY RESPONSIBILITIES

Project Management and Coordination 

Accountable for the timely accomplishment of project activities as per the plan and agreements entered with the donors, government offices, and other actors.Coordinate planning and managing all resources required in delivering the project/s managed using Oxfam project management system – OPAL.Coordinate stakeholders/consortium members for joint planning, monitoring and evaluation for quality deliverables.Make sure the project implementation team formed from partners, run smoothly with spirit of teamwork.Facilitate coordination of review meetings, multi-stakeholder platforms at regional, zonal and woreda level, commodity-based value chain meetings at Woreda, Zone and Regional levels and ensure dealing with strategic and policy issues related to smallholders at these forums. Accountable for development, improvement and cascading of training materials for different level training programs to build capacity of VC actors including farmers, pastoralists, extension workers, private agro-dealers, SMEs, cooperatives, FOs, and other actors in the VCs of the focused agricultural commodities.Support organizing training programs to build capacity of VC actors (target groups/farmers, agro-dealers/SMEs, off-takers, agricultural service providers, etc) in the value chains of the focused agricultural commodities. Ensure project progress reviewed, challenges and new opportunities identified, and designing/planning of projects is done as necessary

.Project Monitoring, Evaluation, and Learning

Coordinate the implementation of Livelihood, Food Systems and Climate Change related project activities and providing support to projects with development initiatives under other programs.Coordinate learning and documentation from Livelihood, Food Systems Climate Change projects, develop learning materials, identify key gaps and priorities, conduct consultative meeting with internal staff and key stakeholders.Support the program team in developing crosscutting ideas between food system, gender justice, governance, urban and youth focused projects.   Facilitate the regular monitoring, reporting, data gathering, and other necessary information related to Livelihood, Food System/ Clime Change Projects in collaboration with MEAL and program teams.Ensure that accurate reporting of Livelihood, Food Systems and Climate Change projects achievement done as per donor requirements and M&E framework and gender sensitive indicators applied to measure results.Ensure that partners implement MEAL systems and MEAL activities in line with donors’ requirement.Facilitate review of reports coming from partners and communicate issues need to be corrected for smooth implementation of Livelihood, Food System and Climate Change projects.Coordinate quarterly/bi-annual joint review meetings as needed to discuss on project progress, challenges, and ways forward. Share the agreed ways forward to donors for follow up and reinforcement of the action points.Act as Oxfam’s representative at regional and federal level with government and non-government partners etc. with regards to Livelihood, Food System and Climate Change projects as required.Ensure gender sensitivity and equitability in all activities of the projects while planning and implementation

.Fundraising·

As part of the sustainable food and climate change focus of the programme, support in the design of new concepts, projects, and ideas to meet Oxfam OCS 2021-2030.Facilitate fundraising activities for the program in-collaboration with funding team.Be a member of Oxfam’s team, participating in appropriate staff meetings, planning sessions and on-going liaising as needed for any fundraising efforts and programme profiling

.Project Financial Management

Identify risks of projects and control them by taking action and regular monitoring, Conduct project risk analysis, and ensure that effective mitigation measures are in placeManage and work with finance team in reviewing the monthly BVA of the projects s/he manages,Ensure timely preparation and sharing of donor narrative and financial reports, reports to government Agency for Civil Society, as needed

Networking and Engagement in the Regional and Global Platforms

Responsible for networking and linkage with project implementing consortium members, partners, government steering committee and technical committee, stakeholders from government and private sector, farmer organisations, donor representatives on reporting and monitoring, external and internal visitors to the Livelihood  Food System and Climate Change projects, Ensure that periodic monitoring and technical support visits to project areas undertaken to assess progress against agreed MEAL system and corrective actions are proposed as appropriate,  Support the implementation of MEAL activities as specified MEAL framework and system to ensure key accountability mechanism,Ensure the collection and documentation of best practices and lessons learned across the projects that will serve for scaling up of projects’ good practices

,People development and management    Ensure the implementation of performance management including objective setting, performance review, upward feedback, and personal development plans for the project team

,Compliance

Ensure the team meets system requirements such as PeopleSoft, GOAL, OPAL, and CRIMSON. Work with finance and logistics on management and disposal of project/s assets, external and internal audits both with Oxfam and Partners as per organizational/donor requirements as well as generally accepted accounting principles. Undertake other additional tasks assigned by the PD/DPD and the Programme Manager.Support broader Oxfam OCS as assigned by immediate supervisor and senior leadership.

SKILS, Experience, Knowledge & Competencies

Essential

Second degree in Climate and Environmental Science, Rural Development, Food Security/Livelihood, Natural Resource Management from a recognised university/college

. MA in Project Management has added value, Experience in coordinating wide range of partners (donors, government, community representatives and private sector),Good knowledge and understanding of national and regional climate change and agricultural livelihood policies, strategies, programmes, development approaches and guidelines, Experience in market-based initiatives, working in agricultural commodities value chain development, community economic empowerment and technical expertise in agricultural extension ,Analytical and strategic planning skills including experience in project implementation and monitoring and working in partnership with other organizations 

Relevant 7-10 years of experience, preferably in an international NGO, out of which 3-5 years should be supervisory/managerial experience  Good written and spoken English with excellent report and proposal writing skills and experience and knowledge of local language, Good computer skills (MS-word, MS-Excel, MS-Power Point and use of Email and Internet). Ability to travel to project areas on a regular basis,·Good knowledge and experience in promoting gender equality in the programme areas.

Desirable:
