Job Description

The Ethiopian Medical Association (EMA) is one of the first professional associations in Ethiopia and was stablished on July 2, 1962 G.C with 100 founding members through a formal charter granted to it by the then Emperor Haile Selassie I. EMA is member of World Medical Association since 1994 G.C. 

EMA’s head office is based in Addis Ababa and has a presence in five regions represented by its 12 regional branch offices (Gonder, Mekelle, Bahir Dar, Dessie, Jimma, Adama, Harare, Hawassa and Arba Minch). EMA has been operational for over 60 years on promoting quality of medical service in Ethiopia and evidence-based medicine through publishing the Ethiopian Medical Journal (EMJ). The mission of the association is to: Ensure that the community gets quality health service and care; promote the highest standards in medical education, science, art and practice and Ensure the rights and benefits of medical professionals (doctors) and act as their voice. 

Thus, the association would like to invite experienced and competent candidates for the following listed vacant posts: 

JOB SUMMARY

The Monitoring, Evaluation, Reporting and Learning (MERL)Senior Officer, under the supervision of the Executive Director is responsible for realization of the overall MERL system design, plan and implementation strategies, the provision of  technical assistance, and related supporting activities to the various projects and programs run by the Association. The candidate should have a strong understanding of M&E principles and practices, as well as experience in working with complex programs.

Duties and Responsibilities

  • Plans, organizes, coordinates, leads and controls all the monitoring, evaluation, reporting and learning activities in EMA.

  • Design and implement the M&E system for the program, including developing indicators, collecting data, and analyzing results.

  • Work with program staff to ensure that M&E data is used to improve the program's performance.

  • Designs and deploys an effective MERL system to assist program managers to measure program progress and impediments. 

  • Designs data collection methodologies appropriate to program interventions and manage data collection and analysis process. 

  • Analyzes and evaluates data to ensure achievements of objectives and recommend corrective action, when necessary. 

  • Ensures that findings are effectively communicated to all staff, stakeholders and partner organizations and used in all stages of the program design process. 

  • Provides monitoring, evaluation, reporting and learning advice to program staff and counterparts. 

  • Maintains databank of critical indicators and feed future programs with such data that could be useful to program design and implementation. 

  • Prepares status reports required for management, donors, program analysis and annual reporting in collaboration with program managers and project officers. 

  • Participates for best practice documentation and dissemination in collaboration with the Communication and IT Officers. 

  • Prepares data tracking mechanisms and work in collaboration with MOH and RHBs and other Government organizations to assess the impact of EMA’s contribution. 

  • Assists in evaluating monthly/quarterly/ yearly performance evaluation meetings pertaining to projects and program implementations. 

  • Actively participates in the preparation of magazines, newsletter and other publications of the Association as needed.

  • Actively participates in program planning, proposal writing, documenting best practices and monitoring of project activities

  • Stay up to date on M& E trends and best practice.

  • Prepares and submits periodical reports to the Executive Director on the overall MERL operations of the Association

  • Conducts other activities as needed and ordered by the immediate supervisor.

Job Requirements

Qualifications:

Education and Qualification

  • MPH /MSC /BSc in health/ Statistics /Project Management related fields. 

  • 6/8years experience with strong monitoring, evaluations, reporting and learning experiences. In addition, experiences in NGO environment are mandatory. 

  • Understanding the working context with professional associations is a plus   

  • Understanding of performance quality improvement issues and approaches in a local NGO setup;

  •   Project Monitoring and Evaluation  training Certificate

  • Having good communication skill 

Technical skills

  • Strong analytical and quantitative skills.

  • Familiar with different statistical software (SPSS, Epi-info, Epi-data, Kobo Tool e.t.c) 

  • Knowledge of Program /Project Management, M&E, Budget Management.

  • Having demonstrable knowledge and experience of managing grants of multiple funding organizations.

  • Having dependable knowledge of research and data analysis skills.

  • Having strong MS office and the ability to use new technologies.  

  • Having strong report writing skills. 

  • Consistently demonstrating for accuracy and preciseness. 

  • Ability to work under pressure and meet deadlines.

  • Desired Criteria (An Asset)

  • Knowledge of MS Project software.

Language

  •   Fluency in spoken and written English.
