Job Purpose:
Employment Type: Definite Period
The Senior MEAL Technical Officer provides technical support to all country programmes throughout the country. Strengthen Concern’s existing MEAL system and provide technical support for projects and programs in design, implementation, monitoring and evaluation adhering to Concern PCMS. Ensure accountability and implementation of core humanitarian standards. Undertake programme learning reviews and documentation using appropriate database system and digital solutions and disseminate results to appropriate audience internally and externally.
Main duties & Responsibilities:
Monitoring and Evaluation
Support the MEAL Coordinator in the management and implementation of field-level M&E data collection activities
Support programme field staff in the collection of activity- and output-level monitoring data during activity implementation
Carry out data collection where it is an M&E responsibility as per the M&E plans
Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Coordinator in a timely and proactive manner
Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
Support programme staff in accessing and utilizing data
Digital Data Gathering
Support the MEAL Coordinator in administrating the country's DDG profile
Liaise with the Dublin DDG team on issues related to device management, survey requests, and administration of the in-country iForm DDG platform
Complete new and modified survey and tool requests as needed
Provide field-level support to programme staff in device management and utilization of the Concern DDG system
Accountability and Learning
Analyze M&E data and summarizing it into accessible, understandable, useful information for programme teams to use for decision-making and applying adaptive and results-based project and programme management
Identify and manage effective and efficient information sharing mechanisms that are useful and supportive for programme staff
Ensure accountability and learning through planning and facilitating periodic progress reviews (at the activity and output levels) and results-based reviews (at the outcome level) and M&E and Programme staff for all projects and programmes
Support external consultants and evaluators in managing materials/data/information
Oversee efforts to promote documentation and sharing of programme impact and learning, ensuring sharing of lessons learnt between programmes in country and other country programmes and Concern offices, government and other non-governmental organizations.
Actively promote sharing of learnings from baselines, endlines, reviews and evaluations internally and externally.
Facilitate learning workshops after every external evaluation and ensure the completion of quality Management Responses to all evaluation recommendations
Provide input to project learning reviews and donor reports, as required.
Capacity Building
Support the development and implementation of needs-based training for Concern staff and partners on PCMS and PM&E tools, concepts, and their application
Support identify external capacity building opportunities for Programmes and M&E staff in relation to programme planning, monitoring and evaluation
Support to expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data
Provide capacity building support to the sector programme teams to develop suitable indicators to measure programme activities at outcome and impact level
Research, analyze and disseminate to staff relevant/ new approaches, concepts and frameworks, and learning from Concern, stakeholders, and the wider development sector
Perform any other assignment given by immediate supervisor or line manager.

Essential minimum qualifications and capacities
Masters or Bachelor’s degree in such as Statistics, Economics, Development studies, M&E and Research
5 years of relevant experience with the first degree.
3 years of relevant experience plus post graduate degree.
1 year supervisory skill
Experience in humanitarian programming in addition to development programming is an advantage
Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, survey, etc.)
Clear understanding and experience of quality assurance in data collection Ability to provide technical advice and support
Experience of providing training and capacity building to programme and M & E staff
Excellent communication skills; able to work as part of a team and establish relationships with field offices
Excellent computer and digital data gathering system skills; must to have ability in statistical analysis software packages such as STATA,SPSS etc. and knowledge of iForm Building platform is desirable
