General Mission

Explosive Ordnance Risk Education (EORE) Project Supervisor for HI is an activity that seeks to reduce the risk of injuries from explosive ordnance and remnants of war by raising awareness of the community, adopting and promoting safe behavior, to IDPs, host community, and humanitarian actors in conflict-affected areas. HI’S EORE project supervisor will jointly work with the EORE project manager and a local partner called Ethio-Professionals Security Solution (EPSS).

Under the responsibility of the Project Manager, the Explosive Ordnance Risk Education (EORE) Project Supervisor contributes to implementing Humanity & Inclusion’s mandate and strategy in Ethiopia. Specifically, she/he will support the scale-up of HIs risk education activities and victim assistance through the provision of life-saving messaging to affected communities on the hazards and risks associated with explosive ordnance contamination, and offer timely referral to identified service providers for victims.

Missions/responsibilities*

Mission 1: Management

The selected candidate will be in charge of EORE project activity supervision. As a supervisor, he/she will embody HI’s values on a daily basis and be a role model. He/she will ensure compliance with the code of conduct and institutional policies, the mindset, and expected individual and collective behavior.

 Responsibility 1: Lead and motivate the project team

·   Contribute to EPSS RE staff safety, security, and well-being at all times.

·   Contribute to the identification of gaps in RE staff capacity, including community volunteers, develop training plans and capacity development plans

·   Capacity building training plans for Community Focal points/community volunteers.

 Mission 2: Operational implementation

Responsibility 2: Ensure the implementation of the project according to work plan and log frame, throughout the project cycle

·   The project supervisor, who should be responsible for daily planning, organization of work, giving tasks to the EORE community volunteers, and assessing the quality of presentations and educational sessions as well as the quality of information that the community volunteers provide during their sessions, be able to hold educational sessions by her/himself.

·   In collaboration with the project manager, develops work, risk assessment and team movement plans to ensure timely delivery.

·   In close collaboration with the PM, contribute to the Mine Action AoR of Shire, and work closely with UNMAS for the coordination meeting and collaboration.

·   Maps and directs program activities as per the project plan and mission.

·   Contribute to the selection, recruitment, and training of EORE community focal points.

·   Acts as a key community and stakeholder liaison to facilitate activities and improve participation.

·   Facilitate and coordinate linkages between risk education and victim assistance activities, including establishing referral pathways and synergies with community volunteers and communities.

·   In collaboration with the PM, planning and facilitating training on inclusive service to partners including service providers and frontline workers

·   Develop inclusive and effective EORE IEC materials and awareness-raising activities and training sessions with the project's target groups.

·   Informs in a timely fashion his/her line manager of any risks of delays in the implementation of activities.

 Responsibility 3: Ensure project monitoring, evaluation, accountability, and learning

·   Ensure the quality assurance, quality control, monitoring, and evaluation responsibilities, including reporting and follow-up

·   Timely follow-up and monitoring of community volunteers and community focal points.

·   With technical advisors, carries out quality assurance of project activities.

·   In collaboration with the PM, conducts monitoring and evaluation activities such as barrier assessment, pre and post-tests, case studies, and KAP surveys.

·   Oversee HI community feedback and reporting mechanism, including timely follow-up and evaluation.

·   Understands and conducts project activities in compliance with tools used by HI and forming part of the country strategy

·   Understand and apply International Mine Action Standards (IMAS); ensure that HI Ethiopia EORE Standard Operating Procedures (SOP) comply with the IMAS and are conducting safe and effective operations.

 Responsibility 4: Ensure project data management

·   Liaises with communities impacted by explosive ordnance to conduct information-gathering surveys.

·   Contribute to data entry into Humanitarian Mine Action area responsibility Database, of all Humanitarian Mine Action field reports and returns.

 Responsibility 5: By authority of his or her line manager, represent HI at the local level.

·   Meets with local authorities and leaders to keep the aforementioned abreast of HI’s activities and ensure continued acceptance of HI’s work. 

Job Requirements

Education:
BA degree in project management, social sciences, or another related subject. A Master's degree in conflict and development, or associated subject, is desirable. 

Experience:

Minimum 3 years of project management experience with NGO/UN Agencies.
Professional experience in Explosive Ordnance Risk Education and/or Victim Assistance is desirable.

Skills:

Proven coordination and relationship-building skills in communities.

Skills in qualitative and quantitative data collection, reporting, and analysis are required.

Excellent written and spoken Tigrinya is preferable and English is essential.

Personal qualities:

High level of motivation, proactivity, dynamism, and dedication to affected communities.

Confident with excellent interpersonal and intercultural skills.

Ability to work under high pressure.

Personifies and promotes the humanitarian principles and HI’s values and principles to the highest degree.
