Background:

The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities over 40 countries to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing coordinated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster-affected population, including host communities, through promoting individual participation, strengthening institutions, and emergency response.  The IRC has engaged in a partnership with FHI360 to deliver a five-year Ethiopia Community Nutrition Activity (ECNA) aimed at improving maternal and child health nutrition outcomes in Ethiopia. IRC will serve as the project’s lead partner for Emergency Preparedness and restoration of nutrition services in health posts, health centers, and primary health care facilities in conflict affected areas.

Job Overview/Summary:

The CNEPRA will represent IRC’s strategic interests within the ECNA and will serve as the project’s primary point person for emergency preparedness and response.  S/he will have a dual reporting line to IRC DDE and the ECNA DCOP.  THE CNEPRA will be responsible for driving project efforts to ensure emergency preparedness and timely, effective response to acute shocks within the established project woredas.

 Specific responsibilities include, but are not limited to:

  • Oversee development and routine updating of emergency preparedness plans within the project’s head office and sub-offices, ensuring that Community Nutrition leadership has a clear understanding of the risk profile and potential shocks within active project woredas;

  • Build the capacity of Community Nutrition project staff and key partners at the head office and regional levels to ensure they are prepared to respond to the most likely shocks in active project woredas in a timely and effective manner;

  • Utilize established surveillance mechanisms to forecast and ID shocks within active project woredas and keep Community Nutrition project leadership abreast of emerging trends that may require a pivot to emergency response;

  • Represent Community Nutrition in routine emergency coordination forums, ensuring project leadership is aware of broader emergency response efforts within established project woredas, and ensuring that the humanitarian response community is aware of Community Nutrition’s ongoing activities in those woredas and at national/federal level emergency coordination meetings;

  • Provide technical support and guidance to project staff and key partners (government and non-government) to mount an effective response in the event of a significant shock within any of the ECNA woredas;

  • Participate in acute response activity planning and implementation when necessary as determined by the ECNA project team;

  • Carry out additional recovery and rehabilitation responsibilities as determined by availability of supplementary funding over the life of the project.

  • Provide bi-weekly updates on project activities; quarterly performance reports, annual reports and annual detailed implementation plans and budgets.

Job Requirements

  • At least 5 years of demonstrated experience at a senior level, in emergency preparedness and response programming.

  • Demonstrated experience in project management, including monitoring budgetary spending and devising course-correction strategies, indicator tracking, and reporting.

  • Proven ability to convene/chair meetings and ability to productively interact with a wide range of organizations.

  • Demonstrated experience in managing and capacity strengthening of staff.

  • Strong ability to communicate concisely and with impact in English.

  • Consistent track record of proactively identifying and communicating potential problems and proposing solutions.

  • Must be able to function effectively in a sophisticated work environment and to set appropriate priorities and deal effectively with competing priorities and pressure.

Educational Requirements:

  • Master’s degree in Disaster Management, Engineering, Social Science, Social Work, Humanities, or other related field from a recognized university.

Preferred experience & skills:

  • Experience with USAID funded projects is advantageous.

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.

  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.

  • Strong analytic problem-solving skills

  • Ability to work both independently and in a dynamic, cross-functional global team structure.

  • Highly proficient in Microsoft Office suite

  • Demonstrated ability to work effectively with stakeholders at all levels.

  • Ability to manage and work through change in a proactive and positive manner.

Language Skills:  fluent in both English and Amharic
