BACKGROUND:

The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.

The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, Sidama, South-West, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

The Digital Agriculture Specialist (Full-Stack developer) will be responsible for working on both front-end and back-end development processes. S/he design, develop and maintain fully-fledged and functioning platforms with databases or servers. These servers do not need other third-party applications to build an entire system from scratch.

 The developer must also understand and be able to use cutting-edge and emerging tools and techniques for designing, developing, and deploying digital solutions that can enable the adoption of precision agriculture and/or smart farming in resource-constrained (in terms of infrastructure and access to device) areas and context and that are accessible to modernize the agricultural sector.

ESSENTIAL DUTIES:

• Leads the requirements gathering, analysis and produce a document that can be used for the development of the product

• Focus on designing the physical appearance of mobile and web applications with front-end programming languages.

• Create the structure or logic of a mobile and web application by using server-side programming languages

• Develop and customize data collection tools or applications developed with ODK and/or similar technologies based on the identified requirements

• Collaborate with development teams and product managers to brainstorm software solutions.

• provide client-side and server-side architecture; provide appealing visual design for application front ends.

• Create and manage functional databases and applications, as well as build effective APIs.

• Software should be tested to ensure responsiveness and efficiency.

• Software troubleshooting, debugging, and upgrading to develop security and data protection configurations

• Create features and applications that are mobile responsive.

• Prepares appropriate technical and customer documentation according to established standards and business requirements, including application management reports.

• Improve software by collaborating with data scientists and analysts.

• Compiles technical reports and documents.

• Performs other duties as required

Job Requirements

• Master’s degree in computer science, Information Systems, Computer or Electrical engineering and other related fields

• At least 6 years of relevant experience in developing software, administering databases and managing projects and implementing projects.

• Proven experience as a Full Stack Developer or similar role

• Experience developing web and mobile applications.

• Familiarity with common stacks

• Knowledge of multiple front-end languages and libraries (e.g. HTML/ CSS, JavaScript, XML, jQuery)

• Knowledge of multiple back-end languages (e.g. C#, Java, Python) and JavaScript frameworks (e.g. Angular, React, Node.js, and others related tools)

• Expert in designing and developing data collection tools or applications specifically using ODK and other related technologies.

• Familiarity with databases (e.g. MySQL, MongoDB), web servers (e.g. Apache), and UI/UX design

• Well-structured, critical thinker with exceptional ability to communicate clearly and effectively on complex data, IT systems, and analytical topics. 

• Great attention to detail, Organizational skills, and an analytical mind

• Excellent communication (Oral and Written) and teamwork skills.

• Fluency in English and Amharic is essential.
