Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Position Overview

The Child Protection Officer is responsible for the case management, and empowering the community to solve the problem of Refugee children facing while they are in the camp. The officer is also responsible for assisting the design and implementation of Child Protection program for all vulnerable children including harmed and at-risk children and will maximize the effectiveness of building a community-based child protection “safety net” by offering appropriate interventions for vulnerable children in Kebribeyah. Responsibilities will include:

Major Responsibilities:

  • Assist the development of community-based child protection programing in accordance with the guideline and the standard procedures of CYPD.

  • Assess and review the situation of Kebribeyah and come up with appropriate strategies for addressing the needs of harmed and at-risk children and implement, monitor, and supervise the activities of the child protection program based on the agreed strategies, policy, standards, and procedures of the IRC.

  • Establish child friendly supportive environment and with support and guideline from the CYPD manager ensure the adequate provision for children to play, learn and heal.

  • Mobilize and involve the community in reducing the risks of children and creating opportunities to access social services.

  • Establish and put in place appropriate care arrangement system and address the protection and survival needs of harmed and at-risk children.

  • Identify harmed and at-risk children in a way that does not disrupt existing care arrangements or encourage families to abandon children, provide appropriate alternative care with close supervision and attention to the individual needs.

  • Closely monitor the identification, verification and documentation of children cases and child right violations

  • Support and link the mainstreaming of child protection to the different program and social services and improve the living condition of harmed and at-risk children.

  • Hold awareness raising campaigns/ training on child protection issues.

  • Provide training on child rights programming to stake holders, service providers, foster families, and refugee community.

  • Promote the participation of children in all matters affecting their life through the establishment of the child rights clubs and through the organization different outreach program.

  • Promote understanding of the rights of children and take the lead in enabling all those who have the care of children to safeguard those rights.

  • In collaboration with the UNHCR and other partners organizations establish BIA panel and ensure the needs of children are met.

  • Prepare budgets and work plans, spending plan and monitoring the proper utilization of the budget Follow-up the implementation of activities and provide monthly reports to the Camp Manager or Field Coordinator and the CYPD Manager and Coordinator. 

Job Requirements

Educational Requirements:

  • BA/BSc degree in Social Work, sociology, Psychology, ECCE or gender related field with one year of experience.

  • Diploma of social work, sociology, psychology, gender and ECCE with 3 years of experience.

Preferred experience & skills:

  • Case management experience

  • verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.

  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.

  • Strong analytic problem-solving skills

  • Ability to work both independently and in a dynamic, cross-functional global team structure.

  • Proficient in Microsoft Office suite

  • Demonstrated ability to work effectively with stakeholders at all levels.

  • Ability to manage and work through change in a proactive and positive manner.

Language Skills: 

  • Fluent in Somali and English language
