Job Description
Under the supervision of the Country Manager (CM), the Finance & Operations Manager (FOM) will be responsible for overall operational management of Operation Smile Ethiopia, including finance, grants, procurement, HR, office administration, and IT functions. The FOM will work closely with the Regional Finance Director (RFD), Regional Program Coordinator, and in-country staff of the foundation to ensure project resources are effectively and efficiently used to successfully achieve project objectives and results.
The FOM is based in Addis Ababa and is responsible for ensuring quality and timely financial reporting, strong controls are in place and followed for accounting and procurement, consistent compliance with Operation Smile and the Charity and Society Organization of Ethiopia, and donor policies and regulation. The FOM provides thoughtful and clear budgeting and financial forecasting, positive staff engagement, and service delivery by the country staff. The FOM is responsible for all operation and financial aspects and must ensure financial and operational information is provided to leadership, technical staff, regional staff, and home office staff for timely decision-making.
Essential Functions:
Ensure compliance with OSI finance, accounting, and procurement policies and procedures, as well as local laws (i.e., taxes, customs, registration, minimize unbillable expenses).
Ensure timely submission of monthly accounting reports (preliminary & final extracts) including trial balances, balance sheets, statements to country leadership and the OSI regional and home office, and review balance sheet reconciliations.
Review, approve, and pay out cash disbursements to vendors and grantees in a timely manner and ensure that all expenses are allowable, allocable, and documented per OSI policy and have adequate support documentation.
Responsible for management of financial documents and maintaining a proper filing system that ensures documents can be retrieved with ease.
Manage and oversee the foundation’s internal and external financial audits, follow up on implementation of audit and compliance review recommendations.
Manage and monitor performance of office petty cash system, supervise the management of cash available amount in safe, check balances, and ensure financial security instructions are followed.
Facilitate monthly payroll and remit required withholdings and other benefit management.
Assess bi-weekly cash flow needs for the project and communicate cash requests to CM, Regional Director, and RFD according to planned activities.
Provide country, regional, and home office leadership with explanation for unused cash and high balance.
Oversee the management of bank accounts by following transfers, checking balances, checking authorized expenses and online transactions, and advising CM on changes in bank account signatories.
Ensure bank reconciliations of all accounts are performed monthly.
Address monthly compliance issues raised by the different stakeholders.
Track value added taxes (VAT), compile submissions on behalf of Operation Smile and its partners to Ethiopia Revenue Authority, and donors. Monitor reimbursement statuses and update protocols.
Ensure adherence to Operation Smile standard operating procedures for the procurement of commodities as described in the foundation’s Field Office Operations manual.
Ensure adherence to Ethiopian Charity and Society Organization.
Ensure that proof of purchases are valid (contracts, orders, bills, invoices, delivery receipts, etc.).
Issue advances and ensure staff comply with Operation smile advance liquidation policies.
Proactively engage in financial risk management and fraud prevention.
Support customs clearing of international shipments, in coordination with the home office, regional office, and country as well as EFDA and Ethiopia Revenue Authority.
Ensure human resources are managed in full compliance of regulations, local labor laws, and Operation Smile’s Code of Conduct, values, and policies.
Ensure HR files are properly managed and stored and leave balances and schedules are maintained and communicated.

Experience Required (education/work):
Bachelor’s Degree
8 years of professional experience in Business
Administration/Financial Management or equivalent combination of education and experience in international non-profit setup
Competencies:
Good communication skill and appropriate knowledge in accounting
Good skills in computer application preferably in accounting software
Ability to act in a professional and ethical manner
Willingness to work under pressure
Firm belief in teamwork
Commitment to values and working styles of OSI.
Fluency in English language
