The SEED project Monitoring and Learning Officer will work under the direct supervision of the project Manager and will work closely with other project staff. He/she ensures the availability of high quality and timely data, monitoring and assessment tools measure the timely completion of activities.  He/she will be in charge preparing report of the development plan, analysis and dissemination of information to stakeholders. In collaboration with the appropriate personnel, he/she carries out studies related to the project.

Key Duties and Responsibilities

• Designs and implements project monitoring and learning systems and activities, monitors all activities in SEED project throughout the country using benchmarks developed by Hope Enterprises and other partners, project agreements with donors and government, stipulations of the law, 

• Discusses the findings and recommendations with the project management of the activity monitored and submits the written report to the project manager, the relevant executive in Hope Enterprises structure and field manager.

• Maintains pertinent information about each activity in SEED project to be evaluated by updating oneself by reading all reports written about the implementing organizations and each activity therein.

• Develop appropriate indicators to monitor the performance of the various components of Hope Enterprises projects and to measure the impact of the component activities.

• Design, implement and improve Monitoring and Evaluation programs for the projects.

• Assist with the development of monthly, quarterly, and annual monitoring and evaluation collection and analysis plans;

• Prepare monitoring, evaluation, and learning plan based the requirement set with the organization and stockholders

• Involve in development of PML system and manual

Employment Type: Contract with SEED project period, depending on funding and performance

Job Requirements

Person Specifications 

• BA/BSC in Statistics, Economics, Monitoring &Evaluation, Demography, Population Studies, sociology, Technical and vocational management, Development studies, and related 

• At least 5 years’ experience in project implementation and out of this 2years’direct experience in a position of monitoring and evaluation of projects or programs. 

• Demonstrated experience in data processing and management of large-scale surveys, projects, and programs

• Demonstrated experience of statistical packages and/ or data analysis software 

Language Requirements: 

• Fluency in written and spoken English and Amharic. Other Ethiopian language skill has an add advantage
